Job Posting Organization:
The position is located within the Operational Planning Service (OPS) under the Division for Special Activities (DSA) of the Department of Operational Support (DOS). The DOS was established to provide operational advisory services to various entities across the Secretariat, including departments, offices away from headquarters, field missions, and regional commissions. The DSA oversees specialized operational capacities and is responsible for supporting start-up, surge, transition, and liquidation requirements. The organization aims to exercise authority on behalf of entities lacking capacity or from which authority has been temporarily withdrawn, focusing on effective operational support during critical phases.

Job Overview:
The Programme Planning Officer will play a crucial role in supporting the planning, implementation, monitoring, and evaluation of DOS responses in cross-cutting operational support during various phases such as start-up, surge, transition, liquidation, and crisis. The officer will report to a Senior logistics-officer" style="border-bottom: 1px dotted #007bff !important;">Logistics Officer in OPS and will be responsible for developing, implementing, and evaluating assigned programs/projects. This includes monitoring and analyzing program/project development, identifying issues, and initiating corrective actions. The officer will also conduct consulting assignments, research, analyze data, and coordinate policy development, ensuring that operational support guidance and manuals are developed based on lessons learned and best practices. The role requires strong analytical skills and the ability to generate survey initiatives, design data collection tools, and prepare written outputs for various stakeholders.

Duties and Responsibilities:
The Programme Planning Officer will be responsible for a wide range of duties, including: developing and evaluating assigned programs/projects; monitoring and analyzing program/project development; performing consulting assignments in collaboration with clients; researching and presenting information from diverse sources; coordinating policy development and preparing evaluations; generating survey initiatives and designing data collection tools; organizing and preparing written outputs such as reports and background papers; providing substantive backstopping to meetings and conferences; initiating outreach activities and conducting training workshops; leading field missions and providing guidance to external consultants; coordinating budget funding activities; collecting and analyzing data to identify trends; and performing other duties as required.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in logistics, business administration, management, economics, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Certification in PRINCE2, PMP, or similar project management certification is desirable. Candidates should demonstrate knowledge and understanding of theories and concepts relevant to the sector, as well as the ability to identify and resolve issues effectively. Strong analytical and evaluative skills are essential, along with the ability to manage conflicting priorities and work efficiently under pressure.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in logistics, business administration, management, economics, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable.

Experience:
Candidates must have a minimum of seven years of progressively responsible experience in project or program management, administration, or a related area. Additionally, at least two years of experience within the past three years in start-up, surge, transition, drawdown, or liquidation of a field entity of an international organization is required. Experience in drafting SOPs, guidance, and policy documents within an international organization is also necessary, along with experience in drafting reports for intergovernmental legislative bodies. A minimum of one year of experience in a field location of an international organization is required, and experience in property management and UN rules governing liquidation is desirable.

Languages:
English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is desirable, also at UN Level II proficiency. Candidates should be able to communicate effectively in both languages, with English being the primary working language of the United Nations Secretariat.
