Job Overview: The Associate Programme Officer will play a crucial role in developing a strategic approach to planning and managing extra-budgetary resources. This includes collaborating with business owners to create a portfolio of projects and a comprehensive database, as well as engaging in donor outreach and relevant monitoring and reporting activities. The position requires a proactive approach to facilitate the development, implementation, and evaluation of assigned programmes/projects, particularly those related to senior leadership compacts and extra-budgetary funding. The officer will also be responsible for conducting basic research, providing substantive support for policy coordination, and assisting in consulting assignments that involve planning and facilitating workshops. The role demands strong analytical skills to monitor and analyze specific aspects of programme/project development and implementation, ensuring that issues are identified and addressed effectively.
Duties and Responsibilities: The Associate Programme Officer will be responsible for a variety of tasks, including:
Collaborating with key clients to facilitate the development, implementation, and evaluation of assigned programmes/projects, particularly those related to senior leadership compacts and extra-budgetary funding.
Monitoring and analyzing specific aspects of programme/project development and implementation, reviewing relevant documents and reports, and recommending corrective actions.
Conducting basic research on selected aspects of programmes and operations, including collecting, analyzing, and presenting statistical data from diverse sources.
Providing substantive support for policy coordination and evaluation functions, including reviewing and analyzing emerging issues and trends.
Assisting in consulting assignments by planning and facilitating workshops and developing action plans for clients.
Participating in survey initiatives, assisting with the design of data collection tools, and preparing preliminary conclusions based on data analysis.
Contributing to the preparation of various written outputs, such as draft background papers, analytical notes, and sections of reports.
Required Qualifications: Candidates must possess a minimum of two years of progressively responsible experience in project/programme management, administration, or a related area that supports business analytics. Experience using data analysis to advise senior management for decision-making is required. Additionally, familiarity with self-service analytics tools such as SAP Analytics Cloud (SAC) and data visualization applications (e.g., MS Power BI, Qlik, Tableau) is desirable. Experience in developing strategic and/or budget frameworks is also considered an asset. Candidates who have passed the United NationsYoung Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE), or the General Service to Professional Examination (G to P) may apply without prior experience.
Educational Background: An advanced university degree (Master's degree or equivalent) in business administration, public administration, management, economics, data analytics, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. Candidates with a first-level university degree and no experience may be considered if they have passed the relevant competitive examinations.

Languages: English is required for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. French is considered desirable, with a minimum proficiency level of UN Level II in all language skills.
