Job Overview:
The position of Administrative Support in Accounts and Finance Management (AFM) focuses on providing essential administrative assistance related to Staff Health Insurance (SHI) and pension matters. The incumbent will work under the supervision of the Finance Assistant (SHI) and will be responsible for enhancing the performance quality of the team. The role is integral to the General Management and Coordination (GMC) Cluster, which ensures that WHO's regional and country operations are effectively supported through coherent administrative and operational frameworks. The GMC oversees various teams, including the Regional Support Unit (RSU) and the Regional Office Support Unit (ROSU), which provide proximity support to WHO's operations in Africa. The incumbent will contribute to the management of financial assets and ensure compliance with organizational policies, thereby supporting WHO's mission in the African Region.

Duties and Responsibilities:
The incumbent will perform a variety of duties to achieve the main objectives of the position, including:
  • Processing all SHI claims for staff members across the African Region, including those from the Regional Office, Intercountry Support Teams, and WHO Country Offices.
  • Advising staff on SHI matters and claim procedures, ensuring prompt responses to queries.
  • Following up on the settlement of general insurance claims lodged with insurance companies.
  • Providing guidance to staff members on the submission of claims.
  • Performing any other duties as assigned by the supervisor, which may include administrative tasks related to finance and budgeting.

Required Qualifications:
Candidates must possess a strong understanding of WHO rules, regulations, and procedures. Essential skills include the ability to establish and maintain effective working relationships with individuals from diverse national and cultural backgrounds. The role requires tact, discretion, and the ability to maintain confidentiality. Additionally, candidates should demonstrate effective communication skills, teamwork, and the ability to produce results while ensuring the efficient use of resources.

Educational Background:
The essential educational requirement for this position is the completion of secondary school education or equivalent technical training in finance, accounting, budgeting, law, or business administration. A diploma or higher education in accounting or finance is desirable and will be considered an advantage.

Experience:
Candidates must have a minimum of 5 years of working experience in finance, budgeting, and/or accounting activities. Experience within the United Nations or other international or multinational organizations is desirable and will be viewed favorably.

Languages:
Expert knowledge of French is essential for this position, while intermediate knowledge of English is considered desirable. Proficiency in both languages will enhance communication and collaboration within the organization and with external stakeholders.

Additional Notes:
The position offers an attractive remuneration package, including an annual net base salary starting at XAF 11,933,000, subject to mandatory deductions for pension contributions and health insurance. Staff members are entitled to 30 days of annual leave. Special consideration will be given to staff members who have been separated due to the 2025 Prioritization and Realignment Process.
