Job Posting Organization:
The position is located within the Forward Support and Deployment Hub (FSDH) of the Logistics Division (LD) in the Office of Supply Chain Management (OSCM) of the Department of Operational Support (DOS) at the United Nations. The Department of Operational Support was established to provide comprehensive operational support and advisory services to various entities within the UN Secretariat, including field missions and regional commissions. The Office of Supply Chain Management encompasses several divisions, including the Logistics Division, which focuses on supply chain planning and logistical matters, ensuring effective delivery of transportation and support services. The FSDH specifically handles regional and global freight forwarding and air cargo operations for diverse UN clients, emphasizing the importance of efficient logistical support in international operations.

Job Overview:
The Air Operations Officer plays a crucial role in managing and administering support activities related to airfield projects and equipment. This position requires close coordination with UN missions and headquarters to develop and review airfield infrastructure, ensuring compliance with aviation standards and operational requirements. The officer is responsible for overseeing airfield development plans, providing training for staff on airfield operations, and leading initiatives to enhance skills transfer. The role also involves negotiating with stakeholders for maintenance and repair of airfield infrastructure, conducting inspections, and ensuring compliance with safety regulations. The officer must demonstrate strong leadership and organizational skills to effectively manage air transport operations and ensure the safety and efficiency of airfield operations.

Duties and Responsibilities:
The Air Operations Officer will be responsible for a wide range of duties, including: managing support activities related to airfields; planning and developing airfield infrastructure; overseeing airfield development and rehabilitation projects; providing training for staff on airfield operations; leading and mentoring staff; negotiating with stakeholders for airfield maintenance; conducting inspections of airfields and helipads; establishing contracts for airfield support; ensuring firefighting and rescue services are available; coordinating with airport authorities; monitoring the physical state of airfield assets; ensuring proper maintenance of helipads; and advising on landing zone surface issues. The officer will also perform other functions as assigned by the Chief of the FSDH, demonstrating flexibility and adaptability in a dynamic operational environment.

Required Qualifications:
Candidates must possess a Commercial Pilot License (CPL), Air Traffic Control License (ATC), Flight Operations Officer License, or an equivalent military license. An Airline Transport Pilot License (ATPL) or its military equivalent is desirable. Additionally, candidates should have a strong understanding of air transport operations, including experience with bidding processes and transport regulations. Strong negotiating skills and the ability to influence stakeholders are essential, along with knowledge of UN financial regulations and policies. Candidates should demonstrate professionalism, planning and organizing skills, and a client-oriented approach to service delivery.

Educational Background:
An advanced university degree (Master's degree or equivalent) in Air Transportation/Aviation Management, Aviation Safety Management, Aerospace/Aeronautical Engineering, or a related field is required. Alternatively, a first-level university degree in one of these fields combined with professional training and certification in air transport operations, along with two additional years of qualifying work experience, may be accepted in lieu of the advanced degree.

Experience:
Candidates must have a minimum of five years of progressively responsible experience in air transport operations or aviation safety, with at least three years in a managerial role directly related to coordinating complex air transport operations in an international context. Experience in aviation safety and quality management, as well as familiarity with ICAO standards, is desirable. Additionally, experience in managing international air transport operations within the UN Common System or a comparable organization is preferred, along with skills in data analytics and visualization.

Languages:
English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the United Nations, and proficiency in French is considered desirable but not mandatory.
