This position requires effective supervision of the design, tendering, implementation, and closure of various infrastructure projects. The Project Engineer will be responsible for preparing and reviewing tender documents, conducting market surveys for price verification, and ensuring that all project activities are executed in compliance with UNDP regulations. The role also involves coordinating with contractors, managing project schedules, and ensuring quality assurance throughout the project lifecycle. Educational Background:
Candidates must possess at least a secondary education, with a preference for those holding a bachelor's degree in Civil Engineering. This educational background is essential for understanding the technical aspects of the projects and ensuring compliance with engineering standards.
Experience:
The position requires a minimum of 7 years of relevant work experience for candidates with a high school diploma, or 4 years for those with a bachelor's degree. This experience should include supervising civil construction projects, particularly in the healthcare sector, and familiarity with the specific challenges and requirements of public building projects.
Languages:
Fluency in both English and Arabic is required for effective communication with stakeholders and project partners. Knowledge of Hebrew is considered an asset, enhancing the ability to navigate local contexts and engage with a broader range of community members.

Duties and Responsibilities:
- Supervise the design, tendering, implementation, and closure of infrastructure projects, ensuring effective management of all phases.
- Prepare and review project tender documents, including Bill of Quantities (BOQ), and verify prices based on market surveys.
- Conduct field technical engineering follow-ups on site implementation and progress, arranging weekly meetings with contractors and drafting minutes.
- Review field inspection reports and assist the Project Manager in drafting tenders, budgets, cash flows, and schedules.
- Monitor project schedules prepared by contractors, coordinating activities and resolving site issues.
- Assist in the approval of materials and follow up on their installation.
- Maintain daily, weekly, and monthly reports on site development and contractor personnel.
- Supervise and monitor physical and financial progress against the work plan, reviewing workshop and as-built drawings.
- Prepare variation orders and payment certificates, ensuring compliance with technical specifications. 1
- Monitor safety precautions and labor conditions on site, addressing project risks and issues promptly. 1
- Liaise with stakeholders and authorities for project implementation and necessary permits. 1
- Document lessons learned and best practices, contributing to knowledge sharing and project visibility.
Required Qualifications:
- Secondary Education is required; a university degree in Civil Engineering is preferred but not mandatory.
- Minimum of 7 years of relevant work experience with a high school diploma or 4 years with a bachelor’s degree in supervising civil construction projects, particularly in health and public buildings.
- Experience with environmental requirements in public building construction.
- Proficiency in AutoCAD drafting and Microsoft Project planning software.
- Strong skills in report writing, email communication, and meeting documentation.
- Knowledge of local construction regulations in East Jerusalem is desirable.
- Certification in health and safety for infrastructure projects is a plus.
