Job Overview:
The Project Officer - Human Rights will play a crucial role in the implementation of the Huqooq-e-Pakistan II project, which aims to strengthen governance mechanisms and promote human rights in Pakistan. This position involves close collaboration with the National Commission for Human Rights (NCHR) and requires the individual to provide structured coordination and technical support to ensure effective project execution. The Project Officer will be responsible for facilitating communication between NCHR headquarters and provincial offices, establishing partnerships with key stakeholders, and ensuring that project activities align with international human rights standards. The role demands a proactive approach to problem-solving and the ability to adapt to changing circumstances while maintaining a focus on achieving project objectives.

Duties and Responsibilities:
The Project Officer will undertake a variety of duties, including:
  • Providing structured coordination and technical support to the Office of the Chairperson, NCHR, to facilitate the implementation of project interventions.
  • Strengthening coordination between NCHR headquarters and provincial offices to ensure alignment of priorities.
  • Establishing and maintaining strategic partnerships with government entities, civil society, and other stakeholders.
  • Facilitating effective communication and reporting on project initiatives.
  • Supporting the preparation of briefing materials and tracking project activities.
  • Coordinating consultations and capacity-building activities at the provincial level.
  • Compiling progress updates and reports for submission to NCHR leadership.
  • Ensuring gender aspects are integrated into project proposals and activities.
  • Documenting lessons learned and best practices from project implementation.

Required Qualifications:
Candidates must possess an advanced university degree (master's degree or equivalent) in fields such as International Relations, Political Sciences, Public Administration, or related areas. Alternatively, a first-level university degree (bachelor’s degree) combined with two years of relevant experience will also be considered. Proficiency in Microsoft Office applications and strong communication skills are essential. Experience in project implementation, monitoring, and stakeholder engagement is required, particularly for those with a bachelor's degree. Familiarity with government structures and prior experience with National Human Rights Institutions are highly desirable.

Educational Background:
An advanced university degree (master's degree or equivalent) in International Relations, Political Sciences, Public Administration, Business Administration, Operations, Social Sciences, or a related field is required. A first-level university degree (bachelor’s degree) in the aforementioned fields, combined with an additional two years of qualifying experience, will also be considered in lieu of the advanced degree.

Experience:
For candidates with a master's degree, no prior professional work experience is required. However, those with a bachelor's degree must have a minimum of two years of relevant professional experience in project implementation, monitoring, coordination, and stakeholder engagement. Experience with National Human Rights Institutions and knowledge of the Paris Principles are advantageous.

Languages:
Fluency in English and Urdu is required for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders.
