Job Overview: The Programme Assistant will play a crucial role in supporting the implementation of the Small Grants Programme (SGP) under the UNDP Timor-Leste Country Office. This position involves contributing to the day-to-day management of the programme, ensuring that it aligns with the expected results and objectives outlined in the Country Programme Document (CPD) for 2026-203
The Programme Assistant will assist in evaluating project proposals, advising potential grantees, and maintaining relationships with stakeholders, including NGOs and governmental institutions. The role also includes financial management responsibilities, such as processing payment requests and maintaining the programme's financial integrity. Additionally, the Programme Assistant will support administrative tasks, knowledge management, and communication efforts to enhance the visibility of the SGP.
Duties and Responsibilities: The Programme Assistant will be responsible for a wide range of duties, including:
Supporting day-to-day programme/project implementation by ensuring conformity to expected results and objectives.
Assisting the National Coordinator in prescreening project concepts and evaluating financial aspects of project proposals.
Advising potential grantees on project preparation processes and maintaining communication with stakeholders.
Maintaining accurate financial records and processing payment requests in accordance with SGP Standard Operating Procedures.
Organizing and documenting meetings, including the preparation of minutes and reports.
Managing office supplies and maintaining an organized filing system for administrative and financial documents.
Supporting knowledge management initiatives and facilitating communication efforts to promote the SGP.
Required Qualifications: Candidates must possess a minimum of secondary education, with a first-level university degree (bachelor’s degree or equivalent) in Business or Public Administration, Environmental and Social Science being advantageous. A certificate in Business Administration, Accounting, or Finance is also beneficial. The role requires strong administrative skills, attention to detail, and the ability to manage multiple tasks effectively. Candidates should demonstrate proficiency in document review and editing, as well as experience in project management and financial oversight.
Educational Background: The educational requirements for this position include secondary education as a minimum. A bachelor’s degree in relevant fields such as Business Administration, Public Administration, Environmental Science, or Social Science is preferred but not mandatory. Additional qualifications, such as a certificate in Business Administration or Finance, will be considered an asset.
Experience: The ideal candidate should have a minimum of five years of progressively responsible administrative or programme experience at the national or international level if they possess secondary education. Alternatively, candidates with a bachelor’s degree should have at least two years of relevant experience. Experience in project management, monitoring and evaluation, and financial management is highly desirable. Familiarity with office software packages and web-based management systems is also an advantage.
Languages: Fluency in a UN language and the national language of Timor-Leste is required for this position. Knowledge of additional UN languages is considered an asset, enhancing the candidate's ability to communicate effectively in a diverse environment.
Additional Notes: This position is based in the UNDP Timor-Leste Country Office and will report directly to the SGP National Coordinator. The incumbent will have access to necessary resources and information for task execution and will be provided with a workstation equipped with essential tools.
