Job Overview:
The Monitoring, Evaluation and Learning (MEL) and Data Specialist will play a crucial role within the Decarbonizing Humanitarian Energy (DHE) Multi Partner Trust Fund (MPTF) Secretariat. This position is designed for a professional who will lead the development and implementation of strategies and frameworks that ensure effective monitoring, evaluation, and learning practices are in place. The Specialist will be responsible for creating a robust MEL Framework, developing the Fund's Theory of Change (ToC), and establishing performance indicators to assess the impact and outcomes of the DHE initiatives. The role requires a strong focus on results-based management and evidence-based learning, fostering a culture of continuous improvement and knowledge sharing among stakeholders. The Specialist will also be expected to collaborate closely with various partners, including governments, civil society, and private sector entities, to align monitoring and evaluation processes with UNDP corporate standards and contribute to global best practices in the field.

Duties and Responsibilities:
1) Lead the implementation of the DHE’s fund-level monitoring, evaluation and learning activities, including the development of the MEL Framework, performance indicators, and standardized templates for data collection and reporting. 2) Support DHE Participating Organizations in their MEL activities throughout the programming cycle, providing technical guidance and ensuring alignment with the Fund’s ToC and MEL Framework. 3) Advise on data management and analysis, designing tools to enhance data quality and accessibility, and providing technical guidance on data visualization. 4) Facilitate evidence generation and lessons learned by developing processes to synthesize best practices and promote cross-learning among DHE partners. 5) Manage evaluation processes, ensuring compliance with UNDP evaluation standards and facilitating the use of evaluation findings for decision-making. 6) Contribute to the effective delivery of general Secretariat functions, supporting day-to-day operations, partner coordination, and reporting.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in fields such as Business Administration, Economics, Social Sciences, Environmental Sciences, or International Development. Alternatively, a first-level university degree (bachelor’s degree) combined with additional qualifying experience may be considered. Proven experience in results-based management, monitoring, and evaluation of complex projects is essential, along with a strong background in designing and implementing MEL systems for large programs. Candidates should demonstrate the ability to manage multiple responsibilities and complex situations effectively.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in relevant fields is required. A first-level university degree (bachelor’s degree) in combination with additional qualifying experience will also be considered. The educational background should be complemented by a strong understanding of monitoring, evaluation, and learning methodologies, particularly in the context of international development and humanitarian sectors.

Experience:
A minimum of 5 years of relevant professional experience in Monitoring, Evaluation and Learning (MEL) at an international level is required for candidates with a Master’s degree, or 7 years for those with a Bachelor’s degree. This experience should include direct responsibility for managing MEL systems and working in the humanitarian, international development, or sustainable energy sectors. Candidates should have a proven track record in results-based management and the ability to handle complex project portfolios.

Languages:
Fluency in English is mandatory, with exceptional writing, presentation, and communication skills. Knowledge of other UN working languages is desirable and can enhance a candidate's profile.

Additional Notes:
This position is home-based, allowing for flexibility in work location. The MEL and Data Specialist will report directly to the Head of Secretariat based in Berlin, Germany. The role requires the Specialist to provide their own working station and ensure access to reliable internet connectivity.
