Job Overview:
The consultancy role focuses on integrating last mile supply data, analytics, and processes into UNICEF's programme planning, implementation, monitoring, risk management, and reporting. This position is crucial for operationalizing the Last Mile Supply Monitoring (LMSM) solution, which aims to enhance the oversight and accountability of programme supplies. The consultant will work on integrating LMSM with existing tools and frameworks, ensuring that programme supplies are effectively managed within the overall results management framework. The role requires a strong understanding of risk management and the ability to address audit observations through practical, system-enabled solutions. The consultant will collaborate with various stakeholders to ensure that the integration of supply data is seamless and contributes to the overall mission of UNICEF.

Educational Background:
Candidates must possess an advanced university degree (Master's degree) in relevant fields such as Programme Management, Supply Chain, Monitoring & Evaluation, Public Policy, or Data/Information Systems. This educational background is essential for understanding the complexities of programme management and supply chain processes.
Experience:
The position requires a minimum of 10-12 years of professional experience in areas such as programme planning, monitoring, risk management, or results-based management. Candidates should have substantial experience in humanitarian or development contexts, as well as a strong background in the development or application of planning, implementation, and monitoring procedures at various organizational levels, including HQ, regional, and country levels.
Languages:
Strong English writing and communication skills are mandatory for this position. Proficiency in a second UN language is considered a plus, enhancing the candidate's ability to communicate effectively in a diverse international environment.

- Integrate LMSM with the Field Monitoring Module (FMM), eTools, RAM, and other planning tools to enhance data visibility and reporting.
- Strengthen risk-based monitoring and assurance processes for programme supplies to ensure compliance and accountability.
- Address audit observations by developing practical solutions that are system-enabled and sustainable.
- Collaborate with UNICEF teams and implementing partners to ensure effective communication and coordination in supply chain management.
- Provide training and support to staff on the use of digital tools for monitoring and reporting.
- Analyze data and generate reports to inform decision-making and improve programme outcomes.
- Participate in meetings and workshops to share insights and best practices related to supply chain management and monitoring.
Required Qualifications:
- Advanced university degree (Master's degree) in Programme Management, Supply Chain, Monitoring & Evaluation, Public Policy, Data/Information Systems, or related fields.
- Minimum of 10-12 years of professional experience in programme planning, monitoring, risk management, or results-based management.
- Experience in humanitarian/development contexts and familiarity with planning, implementation, and monitoring procedures at various organizational levels.
- Demonstrated experience with digital tools for monitoring and reporting, including eTools, dashboards, and analytics platforms.
- Proven track record in programme assurance, audits, and risk frameworks.
- Experience working across HQ–RO–CO structures in large international organizations, particularly within the UN system.
