Job Overview:
The Emergency Specialist Level 3 position is a temporary assignment for 3 months, aimed at supporting the Uganda Country Office's response to the Ebola Virus Disease (EVD). The role involves establishing and implementing emergency preparedness and response strategies for EVD, ensuring the survival and well-being of children, mothers, and affected communities during emergencies. The specialist will be responsible for developing contingency plans, conducting staff training, and coordinating with various stakeholders to ensure effective emergency response and project implementation. Educational Background:
Candidates must possess a Master's degree or equivalent in relevant fields such as Social Science, Public Administration, Public Health, Business Administration, International Law, Nutrition, International Relations, or related disciplines. This advanced educational background is essential for understanding the complexities of emergency management and program implementation in humanitarian contexts.
Experience:
The position requires at least 5 years of relevant work experience, particularly in Programme Management, Planning, Monitoring and Evaluation, and Project Development. Experience in emergency response and management, especially in fragile settings and humanitarian contexts, is highly desirable. Candidates should have a proven track record of working at both national and international levels, demonstrating their ability to navigate complex emergency situations effectively.
Languages:
Proficiency in English is mandatory, with a fluent level of knowledge required for effective communication. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders in emergency contexts.

Duties and Responsibilities:
- Emergency Preparedness: Develop and update country contingency plans, establish early warning systems, and ensure readiness for emergency response. Provide technical advice on emergency preparedness and program management, and support implementation to strengthen field mechanisms. Organize and conduct staff training for emergency preparedness and response, enhancing UNICEF and partner capabilities through workshops and courses.
- Emergency Response: Act promptly as part of the Emergency Response Team to establish UNICEF's presence, verify emergencies, and ensure telecommunications and staff safety. Implement response plans, identify staffing needs, redeploy staff, deliver assistance, monitor resource use, report financial status, and send daily situation updates.
- Emergency Project Management: Implement emergency project work plans, manage activities, visit sites to monitor progress, make administrative decisions, prepare appeals and donor communications. Identify long-term requirements and propose operational structures for continued intervention post-emergency. Maintain strategic coordination with government, UN agencies, NGOs, and donors, and support sectoral coordination within the cluster approach. Participate in humanitarian forums and inform management of relevant developments, threats, and partnership opportunities.
Required Qualifications:

- Skills: Proficiency in Ebola emergency management, emergency response, emergency program management, partnership engagement, and emergency coordination.
