Job Overview:
The consultant will play a crucial role in designing an Institutionalization Roadmap for the Akelius Learning App programme, which aims to support education recovery initiatives for adolescents affected by school dropout, mobility, and learning gaps. This position requires collaboration with the Ministries of Education in Chiapas, Baja California, and Chihuahua to ensure the sustainable and scalable adoption of the programme, aligning it with formal curricula and state and federal education priorities. The consultant will conduct a situational analysis, propose state-level Institutionalization Roadmap proposals, and develop a teacher training model with a monitoring and evaluation framework. The consultant's work will contribute to the integration of the Akelius Learning App into state education systems, enhancing literacy outcomes and pedagogical practices in public primary schools and community centres.

Duties and Responsibilities:
The consultant will be responsible for conducting a thorough situational analysis of the education context in the prioritized states of Chiapas, Baja California, and Chihuahua. They will develop state-level Institutionalization Roadmap proposals that outline strategies for the sustainable adoption of the Akelius Learning App programme. Additionally, the consultant will design a comprehensive teacher training model that includes a monitoring and evaluation framework to assess the effectiveness of the training. The consultant will compile a consolidated final report that summarizes findings, recommendations, and the proposed roadmap for institutionalization. Regular communication with stakeholders, including education authorities and community partners, will be essential to ensure alignment and support for the programme's objectives.

Required Qualifications:
Candidates must possess a Bachelor’s Degree in Education, Public Policy, Social Sciences, or related fields. They should have at least five years of relevant professional experience in education management, learning technologies, design of education policies or programmes, and engagement with state-level education systems. Strong skills in institutional analysis, design of implementation roadmaps, teacher training processes, and technical report writing are essential. Fluency in both Spanish and English is mandatory, while a Master’s degree in a relevant field and knowledge of the education context in the specified states are considered assets.

Educational Background:
A Bachelor’s Degree in Education, Public Policy, Social Sciences, or related fields is required. A Master’s degree in Education, Education Management, Public Policy, Public Administration, International Development, or a related field is desirable and will enhance the candidate's profile.

Experience:
Candidates should have a minimum of five years of professional experience in relevant areas such as education management, learning technologies, and policy design. Experience in engaging with state-level education systems and coordinating educational initiatives is crucial for this role.

Languages:
Fluency in Spanish and English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if relevant to the regions of Chiapas, Baja California, and Chihuahua.
