Job Overview:
The role of the Biomedical Engineer Consultant is crucial in the operationalization of the Role Delineation Policy (RDP) developed by the Government of Kiribati with UNICEF's support. The consultant will be responsible for creating a comprehensive, standardized biomedical equipment list that aligns with the RDP, ensuring that health facilities are appropriately equipped according to their level of care. This involves reviewing existing equipment lists, conducting field visits to assess current equipment and infrastructure, and developing specifications that are context-appropriate for Kiribati. The consultant will work closely with the Ministry of Health and Medical Services (MHMS) to ensure that the equipment list meets national priorities and operational realities.

Duties and Responsibilities:
  • Conduct a review and baseline analysis of the RDP document and existing master equipment list, identifying gaps and conducting field visits to assess the availability and functionality of existing equipment.
  • Develop a standardized equipment list by level of care and service package, ensuring consistency and alignment with the RDP.
  • Define technical specifications for each item, including installation requirements and lifecycle planning.
  • Facilitate consultations with MHMS and stakeholders to validate and finalize the equipment list.
  • Travel to Kiribati for in-country field visits and consultations with key stakeholders to ground the equipment list in operational realities.

Required Qualifications:
An advanced degree in biomedical, mechanical, or hospital engineering, or a related field is required, with a demonstrated understanding of the clinical use of medical devices. A first-level university degree may be accepted with a minimum of three years of relevant professional experience. Strong analytical skills and the ability to translate technical standards into feasible equipment specifications are essential. Good communication skills, both written and verbal, are necessary for preparing technical documents and facilitating discussions with stakeholders.

Educational Background:
Candidates must possess an advanced degree in biomedical, mechanical, or hospital engineering, or a related field. A Bachelor's degree may be accepted if accompanied by significant relevant experience. The educational background should reflect a strong understanding of medical devices and their application in health service delivery.

Experience:
Candidates should have at least 5-7 years of experience in biomedical engineering, particularly in developing medical equipment lists, technical specifications, and health facility equipment planning. Experience in needs assessment and procurement planning in low-resource settings is highly desirable, as is familiarity with the operational constraints of health facilities in such environments.

Languages:
Proficiency in English, both oral and written, is mandatory. Familiarity with additional languages relevant to the Pacific region may be considered an asset, enhancing communication with local stakeholders.

Additional Notes:
The consultancy requires travel to Kiribati for field visits and consultations. The position is likely to be full-time and may involve a contract of a specified duration.
