Job Overview: The Project Analyst position is part of the UNDP-GEF project titled 'Strengthening the National Framework for Climate Transparency in Armenia – CBIT 2'. This project aims to enhance Armenia's institutional and technical capacity to meet the Enhanced Transparency Framework (ETF) reporting requirements under the Paris Agreement. The Project Analyst will play a crucial role in ensuring the effective and compliant implementation of the project, which builds on the successes of the previous Capacity-Building Initiative for Transparency project (CBIT 1). The role involves managing project activities, financial performance, and stakeholder engagement, while also focusing on capacity-building initiatives and integrating gender-sensitive reporting into climate policy. The Project Analyst will work closely with national and international partners to operationalize the Measurement, Reporting, and Verification (MRV) system and improve the quality of UNFCCC reporting.
Duties and Responsibilities: The Project Analyst will be responsible for a wide range of duties, including:
Project Management: Planning and implementing project activities, monitoring progress against the workplan, managing project risks, and preparing progress reports for the Project Board.
Technical Expertise: Managing personnel and contractors, drafting terms of reference, and ensuring the quality of technical deliverables.
Stakeholder Coordination: Engaging with national partners, organizing technical events, and building partnerships with various stakeholders.
Monitoring and Evaluation: Tracking project progress, preparing implementation reports, and supporting the Terminal Evaluation process.
Communication and Knowledge Management: Developing communication materials, promoting knowledge sharing, and coordinating with international partners for unified messaging.
Required Qualifications: Candidates must possess an advanced university degree (master’s degree or equivalent) in Environmental Management and Policy, Natural Sciences, or a related field. Alternatively, a first-level university degree (bachelor’s degree) in the mentioned areas, combined with two additional years of qualifying experience, will be considered. Relevant experience at the national or international level in management advisory services or project design, monitoring, and evaluation is essential. Candidates should also have experience in project management, including design, implementation, and supervision of staff, as well as proficiency in office software and web-based management systems.
Educational Background: The educational background required for this position includes an advanced university degree (master’s degree) in Environmental Management and Policy, Natural Sciences, or a related field. A first-level university degree (bachelor’s degree) in the same areas, along with two additional years of relevant experience, will also be considered. This educational foundation is crucial for understanding the complexities of climate transparency and environmental management.
Experience: The position requires a minimum of 2 years of relevant experience for candidates with a master’s degree or 4 years for those with a bachelor’s degree. This experience should be at the national or international level, focusing on management advisory services, project design, monitoring, and evaluation. Candidates should demonstrate a strong background in managing projects, including the ability to supervise staff and ensure compliance with organizational standards.
Languages: Fluency in English and Armenian is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the stakeholders involved in the project.
