Job Overview:
The primary objective of this consultancy is to formulate a national policy document aimed at guiding the strategic and operational evaluation of public policies in the Democratic Republic of the Congo (RDC). This document will build upon existing provisional reports and available secondary data, including a quality audit that highlights dissatisfaction points in the provisional version. The expected outcome is a national evaluation policy document that will direct public action regarding the institutionalization, professionalization, and promotion of evaluation in the RDC. Specifically, it will propose a legal and regulatory framework for evaluation, a planning mechanism, and management strategies to enhance accountability in public action. The deliverables will include a final report of the national policy (both a long version and an executive summary in French and English), a communication strategy for promoting the evaluation, and an action plan for implementing the national evaluation policy, complete with a timeline.

Duties and Responsibilities:
The consultant will undertake a thorough analysis of the existing document and propose a restructuring plan that aligns with the expected quality standards. This plan must address the identified gaps in the provisional report and provide UNICEF and the RDC government with a usable and effective document. The consultancy will involve four key stages: 1) Scoping, which includes introducing the consultant, presenting mission expectations, sharing documentation and secondary data, and validating the restructuring plan with UNICEF; 2) Document rewriting, which involves producing a draft of the revised version, receiving feedback from UNICEF, and submitting a second draft; 3) Technical validation workshop, where the document will be presented and discussed; 4) Finalization of the report, which includes revising and finalizing the document and validating the deliverables with UNICEF.

Required Qualifications:
Candidates must possess a Master's degree (or equivalent) in evaluation, social policy, political science, economics, public health, sociology, or other relevant social science fields related to the mission's objectives. They should have solid experience in formulating national evaluation policies and strategies, with at least two examples of similar deliverables. The ability to write reports that meet the standards and norms of the United Nations is essential, along with strong experience in Results-Based Management (RBM) and capacity building in monitoring and evaluation. A thorough understanding of the institutional context in the RDC is also required, along with a proven ability to deliver effectively and on time.

Educational Background:
A Master's degree (or equivalent) in relevant fields such as evaluation, social policy, political science, economics, public health, sociology, or other pertinent social sciences is required for this position.

Experience:
Candidates should have substantial experience in the formulation of national evaluation policies and strategies. They must submit at least two examples of similar deliverables to demonstrate their capability. Experience in Results-Based Management (RBM) and in training and capacity building in monitoring and evaluation is also essential. A strong understanding of the institutional context in the Democratic Republic of the Congo is necessary, along with a proven track record of delivering results effectively and within deadlines.

Languages:
Excellent writing skills in French are mandatory for this position. Proficiency in English is also beneficial and may enhance a candidate's application.
