The project in the Indio River basin aims to integrate cadastre, human development, and environmental sustainability in strategically important territories for Panama, positioning itself as an innovative and replicable model.

Job Overview:
The Asistente de Adjudicación y Tramitación will work under the supervision of the Associate of Adjudication and Processing, following guidelines established by the National Authority of administration" style="border-bottom: 1px dotted #007bff !important;">Land Administration (ANATI) regarding Cadastre and Titling. The role involves advising technical teams on legal procedures related to titling files, managing peaceful resolutions of disputes or conflicts arising among beneficiaries during the cadastre and titling process, and coordinating necessary actions to ensure the continuity of procedures. The position requires a thorough understanding of the legal framework and institutional norms governing land titling and cadastre, as well as the ability to apply these regulations effectively in practice. The assistant will also be responsible for conducting cadastral sweeps over approximately 60,000 hectares, managing the issuance of property titles, and participating in technical verifications of measurements and boundaries of properties required for land acquisition processes related to the Indio River Project.

Duties and Responsibilities:
  • Apply cadastral regulations and organize documentation according to the legal framework, including various laws and guidelines from relevant ministries.
  • Examine legal information to determine adjudicable or non-adjudicable areas or lands according to current regulations.
  • Provide guidance and support to the team in the correct use of current forms for Regularization and Mass Titling.
  • Review and analyze files with legal actions, ensuring they contain the required legal documentation and managing the corresponding legal procedures.
  • Identify files with conflicts, complaints, or requests and manage their resolution according to established procedures.
  • Organize files, prepare reports, and ensure they contain the necessary documentation for submission to the competent authority.
  • Follow up on procedures sent to the competent authority, keeping track of their progress and reporting any updates to the supervisor.
  • Support field teams in reviewing cadastral and registration backgrounds to determine the legal status of properties and prepare respective reports.
  • Assist in advising public institutions on mass titling regulations and procedures related to the project. 1
  • Support the Associate in following up on registration procedures with the Public Registry. 1
  • Facilitate knowledge management and exchange relevant information for the assigned project. 1
  • Attend to inquiries from project team members regarding the application of regulatory norms for land cadastre and titling. 1
  • Assist in public exposure activities and title deliveries. 1
  • Participate in meetings, proceedings, and activities related to the cadastre and titling process as assigned. 1
  • Provide guidance to beneficiaries regarding mass titling procedures.

Required Qualifications:
  • Completed secondary education is required. A university degree (Bachelor's) in Law and Political Science, with suitability issued by the Supreme Court of Justice, will be given due consideration but is not a requirement.
  • Minimum of five (5) years of relevant professional experience with completed secondary education or two (2) years with a Technical Degree or Bachelor's degree in handling legal, administrative, or judicial procedures, particularly with the Public Registry, Notaries, and ANATI.
  • Competent handling of Microsoft 365 tools, including Word, Excel, PowerPoint, Teams, OneDrive, SharePoint, Zoom, and other office applications.
  • Experience in preparing structured technical reports that accurately describe the legal situation of cases.
  • Experience in document management, including reviewing, organizing, and analyzing files.
  • Experience in public service, providing clear guidance, respectful treatment, and confidential handling of information.

Educational Background:
The position requires completed secondary education as a minimum. A university degree in Law and Political Science is preferred, particularly with suitability issued by the Supreme Court of Justice, although it is not mandatory.

Experience:
Candidates should have a minimum of five (5) years of relevant professional experience if they have completed secondary education, or two (2) years if they hold a Technical Degree or Bachelor's degree. Experience should be in handling legal, administrative, or judicial procedures, particularly with the Public Registry, Notaries, and ANATI.

Languages:
Fluency in Spanish is required for this position. Proficiency in additional languages may be considered an asset but is not mandatory.

Additional Notes:
This position is open to national or foreign applicants with permanent residency and a valid work permit for the duration of the contract. Applications received after the closing date will not be considered. Only candidates selected for interviews will receive confirmation. There is no anticipated national or international travel; however, if necessary, expenses related to mobilization, accommodation, and meals will be covered by the program according to project activities and requirements. The workplace is located at the Office of the Technical Support Unit of the Indio River Watershed, situated in Capira, Panama Oeste province, along the Pan-American Highway. Activities will primarily take place in the Indio River Watershed, covering the provinces of Coclé, Colón, and Panama Oeste, as well as other sub-watersheds of the Panama Canal Watershed. The regular work schedule is Monday to Friday, but due to the nature of field activities, extended hours, weekends, and holidays may be required, along with participation in trips that involve temporary stays in intervention areas. The selected candidate must possess a valid driver's license and proven experience in driving 4x4 vehicles, with the ability to navigate safely in complex terrains and fieldwork conditions.
