Job Overview: The position of Associado de Requisitos involves working on the BRA/24/010 project, which aims to enhance the Brazilian State Intelligence through innovative solutions and methodologies. The selected professional will be responsible for identifying, documenting, analyzing, and validating business needs, transforming them into specifications for the development of the Sisbin platform. This role requires close collaboration with ABIN (Brazilian Intelligence Agency), PNUD, and the Federal University of Ceará (UFC). The main goal is to support the digital transformation of the Brazilian Intelligence System, ensuring compliance with national sovereignty and democratic principles. The position demands a proactive approach to facilitate workshops, gather requirements, and ensure effective communication among stakeholders, ultimately contributing to the successful implementation of the project.
Duties and Responsibilities: The duties and responsibilities of the Associado de Requisitos include:
Planning and Initiation of the Project: Assist in facilitating project team activities to ensure effective data collection for defining platform functionalities; support project manager and team members in stakeholder interactions; conduct interviews and workshops with internal and external users; map business needs and translate expectations into functional and non-functional requirements; analyze current ABIN processes to identify improvement opportunities; mediate communication between ABIN units to ensure uniform understanding of requirements; reflect intelligence reference documents in requirements.
Production and Review of Technical Documents: Prepare requirement documents (BRD, SRS, user stories, use cases, BPMN or UML diagrams) according to ABIN and UFC standards; produce prototypes or wireframes for validation; maintain an updated requirements repository; support acceptance criteria definition with key users; prioritize functionalities based on business value, risks, costs, and timelines.
Integration and Operational Capacity: Support the development team by clarifying requirements; participate in acceptance testing to verify deliverables; engage in inter-institutional meetings to align expectations; translate technical terms for accessible communication; collaborate with project manager to resolve conflicts between areas.
Guidance in Technological Solutions and Product Monitoring: Assist in change management by evaluating impacts of new demands; ensure legal and regulatory compliance; conduct validation sessions with stakeholders; consolidate external partner requirements with ABIN guidelines.
Support knowledge sharing and capacity development related to the project: Participate in training and organize briefings; assist in capacity development activities; support dissemination of relevant data and lessons learned; monitor trends and best practices; contribute to knowledge networks and communities of practice; compile and systematize project knowledge and tools for broad dissemination among partners.
Required Qualifications: The required qualifications for the position include:
Work Experience: A minimum of 7 years of relevant work experience in requirements analysis for IT solutions is required for candidates with a high school diploma, or 4 years for those with a university degree.
Skills: Professional experience with requirement elicitation techniques (structured interviews, workshops, process observation); experience in technical writing, formal specifications, acceptance criteria, validation, and verification of requirements; familiarity with project management methodologies and techniques; experience in system modeling; experience in developing solutions using cloud computing.
Educational Background: The educational background needed for the position includes a high school diploma as a minimum requirement. A bachelor's degree in relevant fields such as Administration, Public Administration, Computer Science, Information Technology and Systems, Software Engineering, or Systems Analysis is preferred but not mandatory. Candidates with a higher educational background will be considered favorably in the selection process.
Experience: The level of experience needed for the position is significant, with a minimum of 7 years of professional experience required for candidates with a high school diploma, or 4 years for those with a university degree.
