Job Overview:
The Education Specialist position at UNICEF involves supporting the development and preparation of education programs within the country program. The role requires managing, implementing, monitoring, evaluating, and reporting on education programs/projects. The Specialist will provide technical guidance and management support throughout the programming processes to improve learning outcomes and ensure equitable and inclusive education, particularly for marginalized and disadvantaged children. The position demands a candidate who can apply differentiated strategies to education programming and contribute to achieving results according to UNICEF's Strategic Plans and accountability framework. The role is crucial in addressing the educational needs of children in India, especially in the context of climate change and its impacts on education.

Duties and Responsibilities:
  • Develop and prepare education programs in alignment with UNICEF's strategic objectives.
  • Manage and implement education programs/projects, ensuring effective monitoring and evaluation of progress.
  • Provide technical guidance and support to stakeholders involved in education programming.
  • Facilitate partnerships and collaboration with government and other organizations to enhance education outcomes.
  • Advocate for the rights of marginalized and disadvantaged children in education policy and practice.
  • Utilize results-based management approaches to assess and report on program effectiveness.
  • Draft high-quality education analytical papers, policy briefs, and reports for various stakeholders.
  • Engage in policy dialogue and influence education priorities at senior government levels.
  • Work collaboratively with other sectors such as health, nutrition, and child protection to promote integrated approaches to education. 1
  • Stay informed about global and local education trends and challenges, particularly in relation to climate change impacts.

Required Qualifications:
  • Advanced University Degree (Master's or equivalent) in Education, Economics, Psychology, or related fields.
  • At least 5 years of relevant work experience in education planning, program management, research, and policy advocacy.
  • Proven skills in education planning and management using results-based management approaches.
  • Experience in translating analytical evidence into policy dialogue and knowledge products.
  • Strong drafting skills for education-related documents and proposals.
  • Experience in advocating for education priorities with senior government officials.
  • Familiarity with convergent approaches in social policy, child protection, and health.

Educational Background:
Candidates must possess a Master's degree or equivalent in Education, Economics, Psychology, or any related field. The educational qualifications must be obtained from an institution accredited or recognized in the World Higher Education Database (WHED).

Experience:
The position requires a minimum of 5 years of relevant work experience in education, including planning, program management, research, and policy advocacy. Experience in working with senior stakeholders and partners is essential, as is familiarity with results-based management approaches in education.

Languages:
Proficiency in English is mandatory. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is desirable.

Additional Notes:
The position is based in Mumbai and Gandhinagar, India, and is open to Indian Nationals or internal candidates with a valid work permit for India. The selected applicant will receive an initial two-year fixed-term contract for Gandhinagar and a one-year fixed-term contract for Mumbai, with the possibility of extension based on performance and funding availability.
