Job Overview:
The consultant will be responsible for developing a comprehensive Resource Mobilization and Ministerial Partnership Plan aimed at supporting the Ministry’s youth and gender priorities. This includes creating a Resource Mobilization Strategy that focuses on empowerment programs, skills development, gender-based violence prevention, artificial intelligence and innovation, and community livelihood initiatives. The consultant will also facilitate the establishment of a Ministerial Partnership Fund to enhance the ministry’s resource mobilization efforts by pooling financial and in-kind contributions from various partners, including the private sector, development partners, and philanthropic entities. This role is crucial in ensuring that the ministry can effectively mobilize resources to implement flagship programs that benefit youth and gender initiatives.

Duties and Responsibilities:
The consultant will undertake several key tasks, including:
  • Developing a Resource Mobilization Strategy that aligns with the Ministry’s priorities for youth and gender empowerment.
  • Creating a Ministerial Partnership Plan that outlines strategies for engaging various stakeholders in resource mobilization efforts.
  • Facilitating the establishment of a Ministerial Partnership Fund to pool resources from diverse partners.
  • Identifying potential funding opportunities and financing gaps to support the ministry’s initiatives.
  • Engaging with stakeholders to build collaborative platforms for resource mobilization.
  • Providing technical support in design" style="border-bottom: 1px dotted #007bff !important;">program design and monitoring and evaluation (M&E) processes.
  • Managing multi-stakeholder partnerships and ensuring effective communication among partners.
  • Preparing high-quality reports, proposals, and presentations for stakeholders and donors.
  • Conducting consultations and facilitating discussions to validate strategic documents and plans.

Required Qualifications:
Candidates must possess an advanced degree in Public Policy, Social Sciences Management, Sustainable Development, or a related field. They should have a minimum of 10 years of experience in program management, partnerships, and fundraising. A proven track record in resource mobilization with bilateral/multilateral donors, private sector, and foundations is essential. Strong expertise in program design, monitoring and evaluation, and technical support is required. Additionally, candidates should demonstrate the ability to manage multi-stakeholder partnerships and engage with senior government officials effectively. Experience in gender and youth mainstreaming is highly desirable.

Educational Background:
The position requires an advanced degree in relevant fields such as Public Policy, Social Sciences Management, Sustainable Development, or similar disciplines. This educational background is critical to ensure that the consultant has the necessary theoretical knowledge and practical skills to develop effective resource mobilization strategies and partnership plans.

Experience:
Candidates should have at least 10 years of relevant work experience, particularly in program management, partnerships, and fundraising. This experience should include a proven track record in resource mobilization from various sources, including bilateral and multilateral donors, private sector entities, and philanthropic foundations. The ability to manage complex partnerships and engage with high-level stakeholders is crucial for success in this role.

Languages:
Fluency in English and Setswana is required for this position. Proficiency in these languages is essential for effective communication with stakeholders and for the preparation of reports and proposals. Additional language skills may be considered an asset but are not mandatory.
