Job Overview:
The consultancy aims to provide senior-level project management, coordination, and technical advisory support to UNICEF Supply Division for updating Global Procedures and Guidance Documents (GPGDs) under the UNICEF Regulatory Framework. The consultant will be responsible for the end-to-end planning, coordination, and phased implementation of updates to approximately 33 existing GPGDs, ensuring compliance with the UNICEF Regulatory Framework and alignment with Divisional Procedures, particularly in preparation for ISO 9001 accreditation. The role also involves integrating requirements linked to new initiatives such as Low Value Procurement and eProcurement, and improving the clarity, consistency, usability, and accessibility of supply guidance across various offices. Additionally, the consultant will develop training materials and a training rollout strategy to ensure effective implementation of the updated procedures.

Duties and Responsibilities:
  • Provide senior-level project management and coordination for the update of GPGDs.
  • Ensure compliance with the UNICEF Regulatory Framework throughout the project lifecycle.
  • Align GPGDs with Divisional Procedures, particularly in the context of ISO 9001 accreditation preparations.
  • Integrate requirements from new initiatives such as Low Value Procurement and eProcurement into the GPGDs.
  • Improve the clarity, consistency, usability, and accessibility of supply guidance across Headquarters, Regional Offices, and Country Offices.
  • Develop training materials and a comprehensive training rollout strategy.
  • Collaborate with multiple stakeholders to ensure successful policy implementation.
  • Document and report on project progress and outcomes.
  • Provide technical advisory support and guidance throughout the consultancy period.

Required Qualifications:
  • A Master’s degree in Supply Chain Management, Business Administration, Commerce, or Public Administration.
  • A minimum of 12 years’ experience in procurement and supply chain management, encompassing both private and public sectors.
  • At least 5 years’ experience in developing and implementing policy and guidance projects within the United Nations, with a preference for procurement policy.
  • Proven experience in writing procurement policy, procedures, and guidelines within the UN context, with examples of relevant prior works.
  • Strong project management skills with a demonstrated ability to manage complex projects involving multiple stakeholders in a regulatory framework environment.
  • Experience in developing and implementing training materials and methodologies related to policy implementation.
  • Excellent communication and writing skills.

Educational Background:
Candidates must possess a Master’s degree in a relevant field such as Supply Chain Management, Business Administration, Commerce, or Public Administration, which provides the necessary theoretical foundation and practical knowledge for the role.

Experience:
The position requires a minimum of 12 years of relevant experience in procurement and supply chain management, with at least 5 years specifically focused on developing and implementing policy and guidance projects within the United Nations.
