Job Overview:
The National Technical Consultant on GHG Monitoring and Reporting will play a crucial role in the UNDP's project aimed at enhancing the capacity for climate action in the Republic of Moldova. This position involves delivering training sessions focused on the development of Greenhouse Gas (GHG) Monitoring Plans and GHG Emissions Reporting. The consultant is expected to provide expert guidance and support to local stakeholders, ensuring that they are equipped with the necessary skills and knowledge to effectively monitor and report GHG emissions. The consultant will also be responsible for developing training materials and resources that align with international standards and best practices in GHG monitoring and reporting. This role is vital for advancing Moldova's climate action initiatives and contributing to the country's commitments under international climate agreements.

Duties and Responsibilities:
  • Develop and deliver comprehensive training programs on GHG Monitoring Plans and GHG Emissions Reporting for relevant stakeholders in Moldova.
  • Create training materials, including presentations, manuals, and guidelines that are tailored to the needs of the participants.
  • Conduct assessments of current GHG monitoring practices in Moldova and identify areas for improvement.
  • Collaborate with local authorities, NGOs, and other stakeholders to ensure the effective implementation of training programs.
  • Provide ongoing support and consultation to participants post-training to reinforce learning and application of skills.
  • Monitor and evaluate the effectiveness of training programs and make necessary adjustments based on feedback and outcomes.
  • Prepare detailed reports on training activities, participant feedback, and recommendations for future training initiatives.
  • Stay updated on international best practices and developments in GHG monitoring and reporting to ensure training content remains relevant and effective.

Required Qualifications:
  • Proven expertise in GHG monitoring and reporting, with a strong understanding of international standards and methodologies.
  • Experience in developing and delivering training programs, particularly in the field of environmental science or climate change.
  • Strong communication and presentation skills, with the ability to convey complex information in an accessible manner.
  • Familiarity with the regulatory and policy frameworks related to climate change in Moldova and internationally.
  • Ability to work collaboratively with diverse stakeholders, including government agencies, NGOs, and community groups.
  • Strong analytical and problem-solving skills, with a focus on practical solutions to enhance GHG monitoring practices.

Educational Background:
A Master's degree in Environmental Science, Climate Change, Sustainability, or a related field is required. Additional certifications or training in GHG monitoring and reporting methodologies will be considered an asset. Continuous professional development in climate-related topics is encouraged and may enhance the candidate's profile.

Experience:
A minimum of 5 years of relevant professional experience in the field of climate change, environmental management, or a related area is required. Experience working with international organizations, particularly in the context of capacity building and training, is highly desirable. Proven track record of successfully implementing similar projects or initiatives will be an advantage.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in Romanian and/or Russian is highly desirable, as it will facilitate communication with local stakeholders and enhance the effectiveness of training delivery. Knowledge of additional languages may be considered an asset.

Additional Notes:
This position is offered as an individual contractor role, with a contract duration that will be specified upon selection. The consultant will be expected to work on a full-time basis during the training delivery period. The role may involve travel within Moldova to conduct training sessions at various locations. Compensation will be competitive and commensurate with experience and qualifications.
