Job Overview: The Economic Recovery Team Leader plays a crucial role in leading the Economic Recovery (EcRec) portfolio in Libya. This position is responsible for strategic leadership, planning, coordination, and oversight of various economic recovery interventions, which include livelihoods, capacity building, emergency preparedness, and income-generating activities. The Team Leader is expected to ensure the technical quality and effective implementation of these programs while continuously developing them to meet the needs of the communities served. The role requires close collaboration with internal departments and external partners to ensure integrated and accountable program delivery, making it essential for the Team Leader to possess strong leadership and communication skills.
Duties and Responsibilities: The Economic Recovery Team Leader will have a wide range of duties and responsibilities, including but not limited to: Upholding professional standards related to Economic Recovery programming; Leading the strategic development and positioning of the EcRec sector in Libya; Overseeing the design, implementation, and quality assurance of Economic Recovery activities; Conducting assessments and analyses to inform program design; Organizing program events such as job fairs; Supervising Economic Recovery interventions, including grants and vocational training; Ensuring transparency in beneficiary selection processes; Overseeing financial planning and budget utilization; Coordinating with support departments for procurement; Ensuring compliance with SOPs and donor requirements; Representing the sector in coordination forums; Leading capacity development initiatives; Ensuring alignment with Country Office technical guidance; Ensuring the quality and accuracy of all activity reports; Developing relationships with local and national partners; Contributing to operational support activities; and Conducting other tasks as requested by the line manager.
Required Qualifications: Candidates for the Economic Recovery Team Leader position should possess a minimum of 4 years of experience in social work, humanitarian intervention, community development, or a related field. Previous professional experience in economic recovery programs is highly desirable, as is experience working with Civil Society Organizations (CSOs), International Non-Governmental Organizations (INGOs), UN Agencies, and local communities. Candidates should demonstrate a high level of computer literacy, strong organizational and time management skills, and excellent interpersonal skills to maintain effective communication with stakeholders. Additionally, strong analytical and problem-solving skills are essential for success in this role.
Educational Background: The position requires a relevant educational background, typically a degree in social sciences, development studies, economics, or a related field. Advanced degrees may be preferred, particularly for candidates with extensive experience in economic recovery or humanitarian work. Continuous professional development and training in relevant areas will also be beneficial for candidates seeking this role.
Experience: The ideal candidate should have at least 4 years of relevant experience in the field of economic recovery, social work, or humanitarian intervention. Experience in managing teams and leading projects in challenging environments is crucial. Familiarity with the local context in Libya and previous work with displaced populations will be advantageous. Candidates should also have a proven track record of successful program implementation and the ability to adapt to changing circumstances and challenges in the field.
Languages: Fluency in English is mandatory for this position, as all documentation and communication will be conducted in English. Knowledge of Arabic is highly desirable, given the local context and the communities served. Additional languages may be considered an asset, particularly if they are relevant to the populations DRC works with in Libya.
Additional Notes: The contract for this position is set to last until December 31, 2026, with a designated duty station in Tripoli. The expected start date for the successful candidate is June 1, 202
