Job Overview:
The CMAM Avance’ Technical Lead is responsible for providing senior technical leadership and oversight across all project countries, ensuring high-quality, evidence-based implementation and learning. This role combines technical partnership at the country level, capacity strengthening, quality assurance, and global technical leadership, with a strong emphasis on cost-effectiveness and learning. The Technical Lead will work closely with country teams, Ministries of Health, and various specialists to ensure that project implementation, data use, and learning are rigorous and strategically relevant. This position will also contribute to regional learning and cross-country reflection, supporting the advancement of similar approaches in other countries across the region, particularly in the context of IRC’s Nutrition Impact at Scale (I@S) strategy.

Duties and Responsibilities:
  • Technical Advisory & Program Performance Improvement: Serve as the primary technical advisor to CMAM Avance’ country teams in Chad, DRC, and Niger, providing continuous remote and in-country support on design" style="border-bottom: 1px dotted #007bff !important;">program design, adaptation, and implementation. Provide expert technical guidance on complex operational and programmatic challenges, including protocol adaptations and risk mitigation. Partner with national technical teams to analyze program performance data and deliver evidence-based recommendations to improve program quality and effectiveness. Support country teams in strengthening the quality of technical reporting.
  • Capacity Strengthening & Technical Workforce Development: Design and deliver advanced technical training and mentoring to country nutrition teams to build sustained capacity in evidence-based CMAM protocols. Develop practical technical tools and guidance documents tailored to country contexts. Promote a culture of continuous learning and technical excellence.
  • Quality Assurance, Supervision & Government Engagement: Conduct regular technical support visits, including quality assessments and coaching sessions. Work closely with Ministries of Health to ensure adherence to CMAM protocols and alignment with national strategies.
  • Coordination & Cross-Country Learning: Establish structured coordination mechanisms with country teams, including regular technical meetings and joint work planning. Facilitate cross-country learning by documenting and sharing best practices and innovations.
  • Cost-Effectiveness & Best Use of Resources: Collaborate with the BUR team to strengthen monitoring and evaluation of cost-effectiveness across project components. Work with finance analysts to monitor expenses and build annual budgets.
  • MEAL Systems, Data Use & Analytical Oversight: Collaborate with MEAL Specialists to ensure effective use of nutrition data platforms. Provide technical oversight and review project-level reporting against the learning agenda.
  • Coverage Measurement & Technical Methodologies: Provide technical leadership for nutrition coverage surveys, including methodological guidance and quality assurance.
  • Technical Innovation, Tools & Coverage Expansion: Support the adoption of context-appropriate, coverage-increasing activities.
  • Knowledge Management, Learning & Strategic Influence: Document and synthesize lessons learned from the CMAM Avancé project to inform IRC Strategy 100 Phase
  • Contribute to regional learning agendas by identifying best practices and implementation bottlenecks.

Required Qualifications:
Candidates must possess a university degree in a related field, along with a Master’s degree in Public Health, Public Health Nutrition, or Global Nutrition. They should demonstrate the ability to work effectively on diverse teams and across various contexts, possess good technical acumen, and have strong communication skills. Candidates must be committed to upholding diversity, equality, and inclusion principles both professionally and personally. Fluency in English and French is essential, with a high level of oral and written skills in both languages.

Educational Background:
A university degree in a related field is required, complemented by a Master’s degree in Public Health, Public Health Nutrition, or Global Nutrition. This educational background is crucial for understanding the complexities of nutrition programs and public health initiatives.

Experience:
Candidates should have a minimum of 5 years of international experience managing CMAM programs in humanitarian settings, along with at least 3 years of experience advising on CMAM implementation and strategy at the global level. Expertise in community-based management of acute malnutrition (CMAM) is essential, as is experience in designing monitoring and evaluation systems for CMAM programs. Familiarity with IT software such as CommCare is an advantage. Candidates must also have experience engaging with donors and running cost-effectiveness analyses for CMAM.

Languages:
Fluency in English and French is mandatory for this position. Candidates must be able to communicate effectively in both languages, as they will be working in diverse contexts and collaborating with various stakeholders across different countries.

Additional Notes:
This position is remote and open to candidates based in countries where IRC operates, with a preference for those in time zones aligned with West and Central Africa. An international assignment contract may be considered in unique circumstances. The role requires up to 40% travel, with visits to each of the five countries at least twice per year. Compensation ranges are based on various factors, including the labor market, job type, internal equity, and budget, with specific offers calibrated by work location and individual candidate experience.
