Job Overview:
The National Consultant will play a crucial role in mainstreaming disability inclusion in the prevention and combating of gender-based violence (GBV) and in protecting women and girls with disabilities against violence. This position involves empowering women and girls with disabilities and enhancing the capacities of relevant stakeholders to support these individuals effectively. The consultant will work under the guidance of the Head of UN Human Rights and in collaboration with a Human Rights Officer and a GBV consultant. The role requires developing methodologies, training programs, and operational manuals that integrate human rights and disability inclusion perspectives into service delivery for women and girls with disabilities.

Duties and Responsibilities:
The consultant's duties will be organized into three main outcomes. For Outcome 1, the consultant will develop a practical methodology for integrating human rights and disability inclusion into operational manuals for seven selected services. This includes formulating actionable proposals for accessibility standards, reviewing operational procedures, and participating in consultations to validate the manuals. For Outcome 2, the consultant will conduct a training needs assessment for staff of shelters and service providers, develop training programs, and conduct coaching sessions on working with women and girls with disabilities. For Outcome 3, the consultant will support the creation of a network of 40 women with disabilities, providing training in advocacy and awareness-raising on GBV prevention.

Required Qualifications:
Candidates must possess a first degree in human rights, education, social work, psychology, international relations, or other relevant fields. Additionally, at least three years of experience in disability inclusion, social work, or promoting the rights of persons with disabilities is required. Proven expertise in human rights and inclusion, as well as experience working with the Ministry of Labor and Social Protection, is considered an asset. Strong skills in designing and delivering effective training sessions are essential, along with knowledge of violence and gender-based violence protection systems.

Educational Background:
The educational background required for this position includes a first degree in relevant fields such as human rights, education, social work, psychology, or international relations. This foundational education is crucial for understanding the complexities of disability inclusion and gender-based violence.

Experience:
The position requires at least three years of relevant experience in areas such as disability inclusion, social work, or technical advisory roles. Candidates should have a proven track record of working in human rights and inclusion of persons with disabilities, as well as experience in training and capacity building.

Languages:
Fluency in Romanian is mandatory for this position. Additionally, a working knowledge of Russian and English is considered an asset, as it will facilitate communication with diverse stakeholders and enhance the consultant's effectiveness in the role.
