Job Overview:
The Access Officer position is crucial for ensuring that humanitarian assistance reaches vulnerable populations in Haiti, particularly in the context of increasing insecurity and operational challenges. The officer will analyze the humanitarian situation, engage with various stakeholders, and support the implementation of WFP programs. This role requires a proactive approach to identifying access challenges and proposing solutions to enhance WFP's operational effectiveness. The Access Officer will work closely with the Operational Risk Management Unit to develop strategies that facilitate humanitarian access and ensure that WFP can deliver its services effectively, even in complex environments. The position also involves field deployments to support operations across Haiti, emphasizing the need for flexibility and adaptability in response to changing circumstances.

Duties and Responsibilities:
The Access Officer will be responsible for conducting contextual scans and access risk assessments to inform WFP operations. Key responsibilities include: contributing to the regular reporting of access incidents, maintaining an overview of the conflict and insecurity landscape, implementing an Operational Access Card to identify barriers to beneficiary access, collaborating with security and other units to map actors in the region, documenting best practices for dissemination, informing management of new engagement opportunities, developing standard operating procedures for access, advising on engagement strategies with humanitarian and non-humanitarian actors, identifying risks and proposing mitigation measures, supporting operational coordination, and enhancing the capacity of WFP staff through training and mentorship. The officer will also monitor interagency access engagements and maintain coordination with partners implementing WFP activities.

Required Qualifications:
Candidates must possess a university degree in international relations, law" style="border-bottom: 1px dotted #007bff !important;">international law, development studies, conflict studies, or a related field. A strong understanding of the political, social, and security context in Haiti is essential, along with demonstrated experience in humanitarian access negotiations. Additional relevant experiences, such as working with the UN or similar organizations in Haiti, and experience in capacity building through training or coaching, will be considered advantageous. Strong written and oral communication skills, the ability to work independently, and proficiency in Microsoft Office applications are also required.

Educational Background:
A university degree in a relevant discipline such as international relations, international law, development studies, or conflict studies is required for this position. This educational background provides the necessary theoretical framework and understanding of the complexities involved in humanitarian work and access negotiations.

Experience:
Typically, candidates should have at least one year of professional experience related to humanitarian work, development, civil society engagement, or community engagement in Haiti. This experience should demonstrate the candidate's ability to navigate complex operational environments and engage effectively with various stakeholders.

Languages:
Fluency in both English and French is mandatory for this position, with a proficiency level of C. This bilingual requirement is crucial for effective communication and collaboration with diverse stakeholders in Haiti and the international community.

This position is a National Fixed Term contract for a duration of 12 months, with the possibility of renewal.
