Job Overview:
The Human Rights Officer position is crucial for the OHCHR's mission in the Global Operations Division, specifically within the Regional Hub in Panama City. The officer will be responsible for a wide range of tasks that include drafting and coordinating reports and communications related to human rights issues. This role requires a deep understanding of international human rights instruments and the ability to monitor and evaluate their implementation at both regional and country levels. The officer will support treaty bodies and mechanisms, prepare reports for the General Assembly and Human Rights Council, and work collaboratively with UN and non-governmental programs to integrate human rights considerations into their initiatives. The position also involves training and supervising junior staff, analyzing data to identify trends in human rights, and making recommendations for action based on this analysis. The Human Rights Officer will play a key role in establishing networks and partnerships with various stakeholders, including civil society and academia, to enhance the effectiveness of human rights programs.

Duties and Responsibilities:
The Human Rights Officer will undertake a variety of responsibilities, including but not limited to: drafting, reviewing, and coordinating reports and briefings on human rights issues; monitoring and evaluating the implementation of international human rights instruments; supporting treaty bodies and special procedures; preparing human rights sections of reports for the General Assembly and Human Rights Council; collaborating with UN and non-governmental programs to integrate human rights into their work; ensuring up-to-date information on human rights matters; establishing networks with other UN sectors, international organizations, and governments; coordinating administrative functions related to staff and budget; training and supervising junior staff; collecting and analyzing information relevant to human rights; and performing other related duties as required. The officer will also be expected to provide early warning analysis and insights based on data visualization methods to support decision-making and reporting.

Required Qualifications:
Candidates must possess a strong background in human rights, political affairs, or international relations, with a minimum of seven years of progressively responsible experience in these fields. Experience in human rights monitoring and reporting is essential, along with a minimum of two years of field experience. Candidates should also have experience with administrative functions related to staff, planning, and budget management. A comprehensive understanding of human rights issues, including their political, ethnic, racial, gender, and socio-economic dimensions, is required. The ability to evaluate and integrate information from various sources and assess its impact on human rights situations is crucial. Candidates should demonstrate skills in training and capacity building, particularly in recognizing warning signs of civil unrest and taking preventive action.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences, or a related field is required for this position. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and analytical skills to address complex human rights issues effectively.

Experience:
The position requires a minimum of seven years of progressively responsible experience in human rights, political affairs, international relations, law, or a related area. This experience should include a strong focus on human rights monitoring and reporting. Additionally, candidates should have at least two years of field experience, which is desirable for understanding the practical challenges and dynamics of human rights work in various contexts. Experience with administrative functions related to staff management, planning, and budgeting is also beneficial for this role.

Languages:
For this position, proficiency in English and Spanish is mandatory, as these are the working languages of the United Nations Secretariat. Candidates must demonstrate a minimum level of proficiency in reading, writing, listening, and speaking in both languages, as outlined by the UN Language Framework. Knowledge of French is considered an asset but is not mandatory for this role. The ability to communicate effectively in these languages is crucial for collaboration with diverse stakeholders and for the preparation of reports and communications.

This position is temporarily available until December 31, 2026, with the possibility of extension, subject to the availability of funds. It is important to note that current staff members holding a fixed-term, permanent, or continuing appointment may apply for temporary positions no more than one level above their current grade.
