Job Overview:
The position of Technical Specialist in Animal Health involves providing expertise and support in various areas related to animal health and production within the Asia and Pacific region. The role is critical in addressing the challenges posed by transboundary animal diseases (TADs), emerging infectious diseases (EIDs), and zoonotic diseases, which are prevalent in the region. The incumbent will work closely with the Regional Coordinator and other technical officers to design and implement projects that enhance livestock production efficiency, promote sustainable practices, and improve public health outcomes. The position requires a strong understanding of the One Health approach, which integrates human, animal, and environmental health considerations. The Technical Specialist will also be responsible for capacity building, knowledge management, and fostering partnerships with regional stakeholders to ensure effective disease prevention and control measures are in place.

Duties and Responsibilities:
The Technical Specialist will have a diverse set of responsibilities, including but not limited to: supporting the design and implementation of animal health projects, providing technical advice on disease prevention and control, enhancing country preparedness for animal health emergencies, facilitating knowledge sharing and capacity building initiatives, coordinating with partners for effective program implementation, and organizing relevant events. Specific tasks may include conducting epidemiological analyses, supporting laboratory diagnostics, conducting economic assessments related to animal health interventions, and preparing technical reports and documentation. The role will also involve monitoring and evaluating program performance and ensuring alignment with FAO's strategic objectives.

Required Qualifications:
Candidates must possess a university degree in veterinary sciences, epidemiology, public health, or related fields from an institution recognized by the International Association of Universities (IAU)/UNESCO. For consultants, a bachelor's degree requires two additional years of relevant professional experience. For Personal Services Assignments (PSA), a technical degree or certificate is acceptable. The position requires a minimum of 1 year of relevant experience for Category C, 5 years for Category B, and 10 years for Category A, in areas such as animal health, veterinary services, disease surveillance, and program management. Candidates should also demonstrate strong analytical, communication, and teamwork skills.

Educational Background:
A relevant educational background is essential for this position. Candidates should have a university degree in veterinary sciences, epidemiology, public health, biomedical sciences, microbiology, economics, environmental sciences, or development-related disciplines. The educational qualifications must be from an institution recognized by the International Association of Universities (IAU)/UNESCO. For those applying as consultants, a bachelor's degree must be complemented by additional years of professional experience in the relevant field.

Experience:
The level of experience required varies by category. For Category C, at least 1 year of relevant experience is necessary, while Category B requires 5 years, and Category A necessitates 10 years of experience in fields related to animal health, veterinary services, disease prevention and control, and related areas. Candidates should have a proven track record of working in animal health, epidemiology, or related fields, demonstrating their ability to contribute effectively to the organization's goals.

Languages:
A working knowledge of English (level C) is mandatory for this position. Proficiency in additional languages, particularly those relevant to the Asia and Pacific region, would be considered an asset and could enhance a candidate's application.

The position is offered on a short-term contract basis, lasting from several days up to 11 months, with the possibility of renewal based on performance and organizational needs.
