Job Overview: The National Consultant - Technical Assistant for MIS (Management Information System) support position is designed to provide specialized technical assistance to enhance the effectiveness and efficiency of the MIS within the UNDP framework. The consultant will be responsible for analyzing existing systems, identifying areas for improvement, and implementing solutions that align with UNDP's strategic objectives. This role requires a deep understanding of MIS functionalities, data management, and reporting processes. The consultant will work closely with UNDP staff and stakeholders to ensure that the MIS meets the operational needs and supports decision-making processes. The assignment is expected to span 75 working days over a period of 4 months, during which the consultant will be expected to deliver high-quality outputs and contribute to the overall success of the project.
Duties and Responsibilities: The duties and responsibilities of the National Consultant include but are not limited to:
Conducting a comprehensive assessment of the current MIS to identify strengths, weaknesses, and opportunities for enhancement.
Collaborating with UNDP staff to gather requirements and understand the specific needs of various departments regarding MIS functionalities.
Developing and implementing strategies for improving data collection, management, and reporting processes.
Providing training and support to UNDP staff on the use of the MIS and ensuring that users are equipped to utilize the system effectively.
Preparing detailed documentation of the MIS processes, including user manuals and technical specifications.
Monitoring and evaluating the performance of the MIS and making recommendations for ongoing improvements.
Engaging with stakeholders to ensure that the MIS aligns with broader organizational goals and objectives.
Reporting progress and challenges to UNDP management and making adjustments as necessary to meet project timelines and deliverables.
Required Qualifications: Candidates must possess a strong background in information systems, data management, or a related field. A proven track record of successfully implementing and managing MIS projects is essential. Additionally, candidates should demonstrate excellent analytical and problem-solving skills, as well as the ability to work collaboratively with diverse teams. Strong communication skills, both written and verbal, are required to effectively convey technical information to non-technical stakeholders. Familiarity with UNDP's operational framework and experience in international development contexts will be considered an asset.
Educational Background: A minimum of a bachelor's degree in Information Technology, Computer Science, Management Information Systems, or a related field is required. A master's degree in a relevant discipline is preferred and may be considered an advantage in the selection process. Relevant certifications in project management or information systems will also be beneficial.
Experience: Candidates should have a minimum of 5 years of professional experience in the field of MIS, data management, or a related area. Experience working with international organizations, particularly within the UN system, is highly desirable. Proven experience in conducting assessments, developing strategies, and implementing MIS solutions is essential. The ability to manage multiple tasks and projects simultaneously while meeting deadlines is crucial for success in this role.
Languages: Fluency in English is mandatory, as all documentation and communication will be conducted in English. Knowledge of Bengali or other local languages would be considered an asset, as it may facilitate better communication with local stakeholders and enhance the effectiveness of the consultant's work.
Additional Notes: This position is classified as an Individual Contractor (IC) role, and the contract duration is for 75 working days over a period of 4 months. The consultant is expected to work on a full-time basis during this period. The position is based in Bangladesh, and candidates should be prepared to work in accordance with UNDP's policies and procedures. Compensation will be commensurate with experience and qualifications, and additional benefits may be provided as per UNDP's guidelines.
