Job Overview:
The Accessibility Resources Consultant will play a crucial role in supporting the implementation of a project aimed at enhancing the resilience of municipalities in Rio de Janeiro through climate adaptation and disaster risk reduction measures. This position involves providing interpretation in Brazilian Sign Language (Libras) for an online training course titled 'Integrated Territorial Planning: Strategies for Municipal Resilience.' The consultant will work closely with UN-Habitat’s operational and technical teams to ensure that all accessibility materials are produced and delivered in a timely manner, adhering to the standards required for distance learning platforms. The consultant will also be responsible for producing reports, maintaining an accessible shared archive, and ensuring that all resources are compatible with the necessary platforms, thereby facilitating effective communication and learning for all participants.

Duties and Responsibilities:
The Accessibility Resources Consultant will have a range of responsibilities, including: 1) Providing necessary software, equipment, and workspace to carry out the consultancy effectively. 2) Producing required reports that document the progress and outcomes of the consultancy. 3) Delivering Brazilian Sign Language (Libras) interpretation for video materials associated with the training course. 4) Organizing and maintaining an accessible shared archive for all project materials. 5) Ensuring that accessibility materials are properly named and compatible with distance learning platforms. 6) Submitting all resources within agreed deadlines, as established with the UN-Habitat technical team. 7) Completing all required courses and training activities, including the mandatory BSAFE security" style="border-bottom: 1px dotted #007bff !important;">security course from UNDSS, during the first month of employment. 8) Familiarizing oneself with United Nations security mechanisms and complying with them according to the Framework of Accountability for the United Nations Security Management System.

Required Qualifications:
The position requires a Bachelor's degree in Portuguese Language and Brazilian Sign Language (Libras), Communications, Journalism, Marketing, Public Relations, Film Studies, or related fields. Alternatively, candidates may qualify with an additional three years of relevant experience beyond the educational requirement. A minimum of three years of professional experience in Brazilian Sign Language (Libras) is essential, along with experience in preparing accessibility resources for capacity building and/or professional training in the public sector. Previous experience within the UN System is considered desirable. Candidates must demonstrate excellent speaking, writing, and proofreading skills in Portuguese, as well as good computer skills, including proficiency in Windows, Microsoft Office, Outlook, Microsoft Teams, and web search engines.

Educational Background:
Candidates must possess a Bachelor's degree in a relevant field such as Portuguese Language and Brazilian Sign Language (Libras), Communications, Journalism, Marketing, Public Relations, Film Studies, or related disciplines. Alternatively, candidates with three additional years of relevant experience beyond the educational requirement may also be considered. This educational background is crucial for ensuring that the consultant has the necessary skills and knowledge to effectively perform the duties associated with the position.

Experience:
The position requires a minimum of three years of professional experience specifically in Brazilian Sign Language (Libras). Candidates should have a proven track record of preparing accessibility resources for capacity building and/or professional training, particularly within the public sector. Experience working within the UN System is highly desirable, as it indicates familiarity with the organization's processes and standards, which is essential for the successful execution of the consultancy.

Languages:
Fluency in Portuguese is mandatory for this position, as it is the primary language of communication. Additionally, working knowledge of Spanish and English is desirable, given that English and French are the working languages of the United Nations Secretariat, while Spanish is the working language of the Regional Office. Proficiency in these languages will enhance the consultant's ability to collaborate effectively with diverse teams and stakeholders.

Additional Notes:
This consultancy is part-time, with a total remuneration of BRL 7,000, structured in two payments: 30% upon delivery and approval of the initial workplan and 70% upon delivery and approval of the final accessibility resources for the training course. The consultant will be appointed on a local basis, and only nationals from Brazil or external candidates holding a permanent visa in Brazil may apply. The contract's extension is contingent upon the availability of funds and performance, and any extension is not automatic.
