Job Overview: The Senior Social Protection Specialist position is a critical role within the Human and Social Development Sector Office (SD3-HSD) of ADB. The incumbent will be responsible for leading the formulation and articulation of policies and strategies related to social protection in ADB's developing member countries (DMCs), with a particular focus on India. This role involves overseeing the preparation, processing, and administration of loans, grants, and technical assistance (TA) projects aimed at enhancing social protection systems. The specialist will engage in policy dialogue with government officials and development partners, ensuring that ADB's initiatives align with the development policies of the countries involved. The position requires a strategic approach to identifying and conceptualizing new lending projects and programs, addressing issues such as social assistance, social security" style="border-bottom: 1px dotted #007bff !important;">security, and labor market dynamics. The specialist will also be expected to provide operational guidance and technical support, ensuring that ADB's social protection initiatives are responsive to the evolving needs of DMCs and adhere to international best practices.
Duties and Responsibilities: The Senior Social Protection Specialist will have a comprehensive set of responsibilities, including but not limited to: leading the preparation and administration of regional and DMC-specific loans, grants, and TAs in social protection; developing and designing new lending projects and programs; conducting policy dialogues with government officials and development partners; collaborating with various sector offices within ADB to propose integrated solutions; continuously assessing social protection policies and strategies; providing strategic operational guidance and technical inputs; identifying priority areas for social protection support; developing partnerships with external stakeholders; generating and disseminating knowledge solutions; leading in-house studies and seminars; mentoring junior staff; and contributing to a respectful workplace environment. The role also includes performing other duties as assigned in accordance with the workplan.
Required Qualifications: Candidates for the Senior Social Protection Specialist position must possess a Master's degree or equivalent in social science, public administration, economics, international development, or related fields. Alternatively, a university degree combined with at least 5 years of specialized experience relevant to the position may be considered. A minimum of 10 years of relevant experience, including international experience across multiple countries, is required. Additionally, candidates must have at least two years of relevant experience outside ADB within the past five years. Demonstrated operational experience in core areas of social protection, such as social assistance and labor market programs, is essential. Candidates should also have a strong record of participation in the design and implementation of social protection programs in developing countries, preferably in a leadership capacity. Familiarity with international discourse on poverty and social inclusion, as well as experience in research and capacity building, is highly desirable.
Educational Background: The educational background required for this position includes a Master's degree or equivalent in relevant fields such as social science, public administration, economics, or international development. A university degree with substantial specialized experience may also be acceptable. The emphasis is on candidates who have a strong academic foundation in social sciences or related areas, which will support their ability to engage effectively in policy formulation and program implementation.
Experience: The position requires at least 10 years of relevant experience, with a strong emphasis on international exposure and work in multiple countries. Candidates should have a proven track record of operational experience in social protection, including participation in the design and implementation of relevant programs. Experience outside of ADB within the last five years is mandatory, and candidates should demonstrate their ability to manage complex tasks and collaborate effectively with diverse teams.
Languages: Excellent written and verbal communication skills in English are mandatory for this position. Proficiency in additional languages relevant to the Asia-Pacific region may be considered an asset, enhancing the candidate's ability to engage with a broader range of stakeholders and partners.
Additional Notes: This appointment is open to both internal and external applicants and is crucial to ADB's Workforce Rebalancing Framework (2022-2027). The role is a fixed-term appointment with the possibility of renewal for up to three years, contingent upon performance and organizational needs.
