Job Overview: The NIS and PHC Costing Consultant will be responsible for carrying out assignments under the guidance of the Chief of Health and the supervision of the Health Manager for Immunization and Health Emergencies. The consultant will work closely with the Ministry of Health team, particularly the EPI Manager and the two Regional Health Bureaus. The role involves conducting cost analysis of health interventions, particularly in the context of primary health care (PHC) and immunization services. The consultant is expected to have strong quantitative skills and experience in public finance management in the health sector, particularly in low-income settings. The position requires effective communication skills to engage with various stakeholders and maintain good working relationships.
Duties and Responsibilities:
Conduct comprehensive cost analysis of health interventions, focusing on primary health care and immunization services.
Collaborate with the Ministry of Health and regional health bureaus to gather necessary data and insights.
Utilize quantitative skills to analyze health economics and public financing data.
Develop and maintain effective working relationships with stakeholders, including government officials and health sector partners.
Prepare detailed reports and presentations on cost analysis findings and recommendations.
Provide technical assistance and guidance on public finance management in the health sector.
Participate in meetings and workshops to share findings and collaborate on health financing strategies.
Ensure adherence to UNICEF’s core values and principles throughout the consultancy.
Required Qualifications:
Advanced university degree in health economics, public health, business administration, statistics, international health, or a related technical field.
Minimum of ten years of professional experience in health economics, public health, or public financing.
Strong quantitative skills and experience in cost analysis of health interventions.
Proven experience in public finance management in the health sector, particularly in low-income settings.
Excellent interpersonal skills to develop and maintain good working relationships.
Ability to communicate effectively with a range of audiences, including government officials and health sector stakeholders.
Educational Background: Candidates must possess an advanced university degree in one of the following fields: health economics, economics, public health, business administration, statistics, international health, or another relevant and related technical field. This educational background is essential to ensure that the consultant has the necessary knowledge and skills to perform the required tasks effectively.
Experience: The position requires a minimum of ten years of professional experience in health economics, public health, or public financing. Candidates should have a strong background in quantitative analysis and experience working in low-income settings. Familiarity with public finance management in the health sector and previous experience in cost analysis of health interventions are critical for success in this role.
Languages: Fluency in English is mandatory, and proficiency in the official language of the country is considered an advantage. Candidates should be able to communicate effectively in both languages to engage with local stakeholders and present findings clearly.
Additional Notes: The contract duration for this consultancy is five months, and the working arrangement includes remote work with travel requirements.
