Job Overview: The Monitoring and Evaluation (M&E) Analyst plays a crucial role in the UNDP Country Office (CO) by promoting results-based management and enhancing program effectiveness through the implementation of innovative monitoring and evaluation frameworks, systems, and tools. This position involves providing technical support on M&E and reporting practices to program and project teams, ensuring that UNDP remains accountable and transparent in its program implementation. The M&E Analyst will work under the strategic guidance of the Resident Representative and direct supervision of the Programme Management Support Unit Head (PMSU). The role requires collaboration with various stakeholders, including UNDP HQ staff, government officials, and donors, to ensure effective program/project implementation and monitoring. The M&E Analyst is expected to lead efforts in capacity building, knowledge sharing, and the integration of gender equality and disability inclusion principles into all aspects of programming.
Duties and Responsibilities:
Implement and participate in the design of monitoring and evaluation frameworks, systems, and tools, ensuring adherence to corporate policies. This includes supporting CO program and project managers in designing results-based management frameworks and plans, serving as the focal point for technical and policy advisory support on M&E and RBM, and advocating for adherence to UNDP policies.
Ensure coordination and efficient support to monitoring, reporting, evaluation, and results-based management of CO programs and projects. This involves developing templates for monitoring, preparing reports analyzing project progress, and maintaining relevant scorecards and quality assurance tools.
Support capacity building and facilitate knowledge sharing on M&E and RBM within the CO. This includes organizing training activities, documenting lessons learned, and contributing to local and global knowledge networks.
Identify, synthesize, and disseminate evaluation findings and recommendations, contributing to evaluation knowledge management and learning. This involves planning learning events, coordinating with partners on M&E issues, and providing technical inputs for donor communications.
Ensure compliance with the Harmonized Approach to Cash Transfers (HACT) and support effective assurance activities for Implementing Partners, including planning and implementing HACT assurance activities, coordinating micro-assessments, and providing capacity building on HACT requirements.
Required Qualifications: The position requires an advanced university degree (master's degree or equivalent) in Development Studies, Economics, Statistics, Business Administration, Public Administration, Social Policy, International Relations, or a related field. Alternatively, a first-level university degree (bachelor’s degree) in the above fields combined with an additional two years of qualifying experience will be considered. Candidates must demonstrate a strong understanding of monitoring and evaluation principles, results-based management models, and quality assurance instruments, as well as the ability to work with diverse stakeholders.
Educational Background: Candidates must possess an advanced university degree (master's degree or equivalent) in relevant fields such as Development Studies, Economics, Statistics, Business Administration, Public Administration, Social Policy, International Relations, or related disciplines. A first-level university degree (bachelor’s degree) in these fields, combined with additional qualifying experience, may also be acceptable.
Experience: A minimum of 2 years of relevant experience in monitoring and evaluation, program management, or team management is required for candidates with a master's degree, or 4 years for those with a bachelor's degree. Candidates should have proven technical knowledge of the results-based management cycle and experience in designing monitoring and evaluation systems. Experience in data collection, analysis, and reporting, as well as familiarity with UNDP or international organizations, is highly desirable.
Languages: Fluency in English and Arabic is required for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders and partners.
Additional Notes: This position is a full-time role within the UNDP Country Office in Aden, Yemen. The successful candidate will be expected to complete a probationary period as part of their employment.
