Job Posting Organization:
ONU-Habitat, the United Nations Program for Human Settlements, was established to promote sustainable towns and cities from a social and environmental perspective, ensuring adequate housing for all. The program has its headquarters in Nairobi, Kenya, and is supported by the Regional Office for Latin America and the Caribbean (ROLAC) located in Rio de Janeiro, Brazil, as well as the Mesoamerica Office based in Mexico City. The organization operates under principles defined in various declarations and agendas aimed at sustainable urban development, including the Vancouver Declaration, the Istanbul Declaration, the Quito Declaration, and the New Urban Agenda. ONU-Habitat's mission is to mitigate the negative effects of rapid and unsustainable urbanization, promoting the benefits of sustainable urbanization and contributing to urban poverty reduction and improved quality of life. The Mexican cities face challenges due to rapid urban growth, including social inequality, unsustainable resource management, territorial development gaps, and urban insecurity. In this context, the Mexico, Cuba, and Central America Office provides technical assistance to local governments in urban planning, sustainable development monitoring, and territorial knowledge generation.

Job Overview:
The position involves providing specialized technical support to the Mexico, Cuba, and Central America Office of ONU-Habitat in two complementary areas: (1) assisting in the preparation of Voluntary Local Reports (VLR) with local governments, and (2) strengthening the knowledge management area through the development and review of methodologies and the generation of territorial data for the office's projects. The consultant will work under the supervision of the Project Implementation and Knowledge Management Coordinators, responsible for generating, formulating, and executing the necessary technical inputs for their activities and deliverables. The role requires preparing inputs for reports and progress reports as needed, ensuring that all activities align with the agency's quality expectations. The consultant must also ensure compliance with UN integrity principles and maintain an organized information archive according to office systems. The expected duration of the project is three months, with the possibility of extension based on performance and project needs.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks, including: supporting the review and methodological adaptation of the VLR process considering local contexts; systematizing and analyzing geo-statistical information, SDG indicators, and relevant territorial data for report preparation; providing technical follow-up on the development of the VLR document to ensure methodological coherence and content quality; organizing and facilitating consultation spaces, workshops, and validation processes with local stakeholders; contributing to the drafting, editing, and review of the final VLR document; developing and reviewing methodologies based on territorial experiences; generating, systematizing, and processing territorial data to support active office projects; producing graphical outputs from territorial data analysis, including thematic maps and interactive dashboards; contributing to knowledge documents and technical notes derived from projects; systematizing lessons learned and best practices from ongoing projects; participating in the development of analytical tools and frameworks to strengthen the office's methodological capacities; formulating activity and progress reports as designated by the Office Chief and Coordinators; and carrying out other activities as requested by the Office Chief and/or Coordinators within the framework of this contract.

Required Qualifications:
The position requires a university degree in fields related to territorial and urban planning, urbanism, geography, urban design, territorial studies, urban sociology, or related areas. Additional technical certifications related to urban studies, territorial planning, demographics, or similar fields will be considered an advantage. Candidates must demonstrate at least three years of experience in urban projects at the municipal and local scale, including the preparation of technical reports and strategic documents, urban planning processes, or territorial development. Familiarity with the Sustainable Development Goals, the New Urban Agenda, and the language of ONU-Habitat will be an additional advantage. Skills in developing, adapting, and implementing methodologies, data analysis, designing and monitoring performance indicators (KPIs), participatory processes, and inter-institutional collaboration are essential. Strong writing, synthesis, and technical narrative skills, along with analytical capabilities to structure complex information and translate data into strategic messages, are required. Proficiency in data analysis tools such as Excel and Power BI, as well as effective oral and written communication skills, are also necessary.

Educational Background:
Candidates must possess a university degree in relevant fields such as urban planning, geography, urban design, or related disciplines. Additional certifications in urban studies or planning will enhance the candidate's profile.

Experience:
A minimum of three years of experience in urban projects at the municipal and local levels is required. This includes experience in preparing technical reports, strategic documents, and engaging in urban planning or territorial development processes. Knowledge of the Sustainable Development Goals and the New Urban Agenda is advantageous.

Languages:
Excellent oral and written skills in Spanish are mandatory. The ability to prepare technical reports and documents in Spanish is essential. Proficiency in English, both oral and written, is also required, as it will facilitate communication and documentation in a multilingual environment.

Additional Notes:
The position is expected to last for three months, with the possibility of extension based on project needs and performance. Candidates must be Mexican citizens or foreigners with a current immigration status that allows them to perform the functions outlined in the Terms of Reference immediately.
