Job Overview:
The Human Resources Analyst position within ICAO's Human Resources Branch is pivotal in supporting the organization's People First strategy. This role emphasizes workforce planning, employee engagement, and recognition initiatives, as well as enhancing HR analytics capabilities. The incumbent will work closely with the Human Resources Specialist to ensure effective workforce planning and to foster a high-performance culture. The position requires a proactive approach to data analysis and reporting, ensuring that HR initiatives align with organizational goals and contribute to a positive employee experience. The role also involves the preparation of various reports and documents that inform decision-making at the organizational level, ensuring that HR practices are data-driven and aligned with ICAO's strategic objectives.

Duties and Responsibilities:
  • Workforce Planning and Organizational Alignment: Support workforce planning exercises through data collection and analysis, prepare planning tools and reports, and document options for organizational realignment. Draft annual and triennial Status of the Workforce reports and provide administrative support for restructuring exercises.
  • Employee Engagement & Experience: Contribute to the design and rollout of global staff engagement surveys, monitor implementation of actions from survey results, and enhance employee recognition programs. Prepare reports and dashboards on engagement trends and support action planning processes.
  • Data Governance, People Analytics and Insights: Ensure the accuracy and integrity of HR data, develop HR dashboards and analytics products, and provide training to HR colleagues on data reporting tools. Analyze customer feedback to improve HR service delivery.
  • Capacity Building and Continuous Improvement: Deliver training and guidance to HR colleagues, streamline workforce data collection and reporting processes, and monitor compliance with reporting standards. Implement new approaches to improve workforce planning and employee engagement.
  • Perform other related duties as assigned, contributing to the overall effectiveness of the HR team and the organization.

Required Qualifications:
Essential qualifications include a high school diploma or equivalent, with a minimum of seven years of progressive experience in human resources or a related field, particularly within international organizations or large public/private sector entities. Proven experience in HR analytics and workforce data reporting is crucial, along with the ability to analyze data and translate findings into actionable insights. Desirable qualifications include hands-on experience in workforce planning and organizational design, as well as experience in leading cross-functional projects and embedding best practices in HR operations.

Educational Background:
A university degree in Human Resources Management, Business Administration, Organizational Psychology, Data Analytics, Statistics, or a related field is desirable. While a high school diploma is essential, a higher educational background significantly enhances the candidate's profile for this position.

Experience:
Candidates should possess a minimum of seven years of relevant experience in human resources or a related field. This experience should ideally be progressive and include work within international organizations or large public/private sector organizations. Familiarity with HR analytics, workforce data, and reporting tools is essential, as is experience in conducting research and surveys related to HR issues.

Languages:
Fluent reading, writing, and speaking abilities in English are essential for this position. A working knowledge of any other language of the Organization, such as Arabic, Chinese, French, Russian, or Spanish, is considered desirable and would enhance the candidate's qualifications.

Additional Notes:
This position is locally recruited and restricted to Canadian citizens, permanent residents of Canada, and applicants with a valid work permit. The role is fixed-term for an initial period of three years, with the first year being probationary for external candidates. ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants, adhering to the organization's standards of conduct. The position offers a competitive salary of CAD 60,906 per annum at the G-7 level, along with an attractive benefits package in accordance with the policies of the International Civil Service Commission.
