Job Overview: The Access, Safety & Base Manager will oversee all aspects of the DRC Safety Risk Management (SRM) system throughout Cameroon and manage the Bamenda base. This role demands prior experience in safety and humanitarian access, along with strong communication and analytical skills to support informed decision-making regarding DRC operations. The manager will be responsible for operational and programmatic planning, reporting, and implementation to achieve DRC's objectives. This includes building relationships with key humanitarian partners and donors to secure funding for program expansion, ensuring compliance with DRC safety policies, and mentoring safety team members. The role also involves producing analyses and evaluations on humanitarian access and safety, developing strategies to improve DRC's acceptance in the field, and ensuring the safety of staff and operations in a challenging environment.
Duties and Responsibilities: The Access, Safety & Base Manager will be responsible for the following duties:
Base Management: Oversee operational and programmatic planning, reporting, and implementation to meet DRC objectives. Supervise the base and ensure streamlined procedures in project implementation. Build relationships with humanitarian partners and donors to secure funding.
Access & Safety: Manage the development and implementation of the Safety Risk Management System (SRMS). Provide reliable advice for program access and continuity. Ensure compliance with DRC safety policy. Mentor safety team members and develop policies for safe program delivery.
Management: Manage direct reports, including their development, performance, and recruitment. Support and mentor staff, ensuring clear deliverables and training. Supervise finance, admin, HR, procurement, and logistics to ensure compliance with DRC procedures and regulations.
Representation and Coordination: Cultivate relationships with humanitarian actors, attend meetings, and ensure timely project narrative reports to donors.
Humanitarian Access and Program Continuity: Produce regular analyses on humanitarian space and access. Build a network with stakeholders to improve DRC's acceptance in the field.
Safety Management: Ensure compliance with Minimum Operating Safety Standards (MOSS) and conduct regular Safety Risk Assessments (SRA). Develop Safety Improvement Plans and act as the primary contact for safety-related matters.
Capacity Building: Conduct safety training for staff and ensure guards are trained in access control responsibilities.
Accountability: Accountable for achieving DRC’s strategic goals, making significant decisions regarding unit functions, and managing direct reports.
Required Qualifications: Candidates must possess a minimum of 3-5 years of experience as a safety and security" style="border-bottom: 1px dotted #007bff !important;">security-manager" style="border-bottom: 1px dotted #007bff !important;">security manager/advisor with an INGO, experience in multicultural settings, and experience managing field offices. Proven project management skills and the ability to develop and implement effective protocols and systems are essential. Candidates should have experience with information gathering, analysis, and report writing, as well as conducting high-quality safety risk assessments. Experience with critical incident management and delivering safety-related training is also required. Additionally, candidates should have experience working in hostile or hazardous environments.
Educational Background: A Master's degree in political science, peace and conflict studies, history, disaster management, or military education is required. Alternatively, a bachelor's degree combined with several years of relevant experience may be accepted.
Experience: The position requires a minimum of 3-5 years of relevant experience in safety and security management, particularly within an INGO context. Experience in managing field offices and working in multicultural environments is essential. Candidates should demonstrate proven organizational skills and the ability to manage projects effectively.
Languages: Full professional proficiency in English and French is mandatory. Proficiency in additional languages is considered an asset but is not a requirement.
Additional Notes: The position is for a duration of 6 months and can be filled under either an expatriate or national contract. The salary and benefits are categorized under Management, Band F
