Job Overview: The Provincial Associate position is part of the Strengthening Institutions and Empowering Localities Against Disasters and Climate Change (SHIELD) Program, which is a multi-year initiative aimed at enhancing the resilience of communities in the Philippines against natural disasters and climate change impacts. The role involves providing technical and administrative support to the SHIELD Program, particularly in the implementation and monitoring of activities at the provincial level. The Provincial Associate will work closely with local government units (LGUs), stakeholders, and consortium partners to ensure effective program delivery and alignment with SHIELD's objectives. This position requires a proactive approach to problem-solving, excellent communication skills, and the ability to work collaboratively with diverse groups.
Duties and Responsibilities: The Provincial Associate will be responsible for a variety of tasks, including:
Supporting the implementation and results-based monitoring of SHIELD’s provincial field activities by assisting local governments in aligning with SHIELD’s objectives, developing tracking systems for program targets, and preparing progress reports.
Providing program support to subnational government counterparts and key stakeholders by coordinating project activities, maintaining relationships with partners, and organizing meetings and consultations.
Offering administrative support for project activities, including logisticscoordination for field visits and compiling financial documents.
Documenting local best practices and supporting SHIELD's communication efforts through various media channels. The incumbent will also perform other duties as necessary for the efficient functioning of the office and organization.
Required Qualifications: Candidates must possess either a secondary education or a university degree (Bachelor’s degree) in fields such as community development, sociology, public administration, economics, environment, urban planning, social or political sciences. A minimum of six years of work experience is required for those with secondary education, while candidates with a Bachelor’s degree need at least three years of relevant experience. Experience should include managing or implementing development projects, particularly in resilient development, climate change, and disaster risk reduction. Candidates should also have practical knowledge in monitoring and evaluation, planning and budgeting processes, and training and capacity building activities. Strong teamwork, negotiation, and communication skills are essential, along with proficiency in MS Office applications and the ability to work effectively in a multicultural environment.
Educational Background: The educational background required for this position includes a secondary education as a minimum requirement. However, candidates with a Bachelor’s degree in relevant fields such as community development, sociology, public administration, economics, environment, urban planning, social or political sciences will be given preference. This educational foundation is crucial for understanding the complexities of development projects and the socio-political context in which they operate.
