Job Overview:
The Finance and Compliance Senior Manager plays a crucial role within the Collective Sudan (CCS) team, which is a multi-donor collaborative platform aimed at enhancing cash and market assistance in humanitarian responses. This position is responsible for managing financial, compliance, and operational aspects of budgets and subawards issued by Mercy Corps as the prime for the CCS. The role involves leading efforts to enhance the capacity of subrecipients to meet finance and compliance requirements, overseeing the Partnership Coordinator, and working closely with various teams to ensure effective financial management and compliance with donor regulations. The Finance and Compliance Senior Manager will also contribute to the development of a master consortium budget and cost model, track burn rates, and ensure timely financial reporting and compliance with donor requirements.

Duties and Responsibilities:
The Finance and Compliance Senior Manager will be responsible for a wide range of duties, including: 1) Financial Management: Collaborating with CCS leadership to develop a master budget, leading budget development for new funding opportunities, tracking burn rates, and providing financial reviews for payments. 2) Subaward Management: Ensuring timely development of subaward agreements, conducting pre-award financial reviews, managing subawards in accordance with Mercy Corps’ guidelines, and overseeing subrecipient financial close-outs. 3) Compliance: Providing guidance on compliance requirements, assisting subrecipients with compliance requests, and following up on compliance issues and audits. 4) Capacity Building: Developing the capacity of the Secretariat team and partner organizations, providing training and resources to improve performance, and assessing subrecipient organizational needs. 5) Influence & Representation: Engaging with donor representatives, sharing best practices, and maintaining positive relationships. 6) security" style="border-bottom: 1px dotted #007bff !important;">Security: Ensuring compliance with security procedures and promoting a secure working environment. 7) Safeguarding Responsibilities: Integrating safeguarding practices into work and encouraging open communication within the team.

Required Qualifications:
Candidates must possess a BA/S or equivalent in accounting or finance, with an advanced degree preferred. A minimum of 5 years of relevant field or management experience in complex programming, including grants management and subawards in an international context, is required. Candidates should have at least 4 years of experience in grants management with an understanding of USG, EU, UK, and UN regulations, as well as 3 years of international experience, preferably in an NGO field office. Strong organizational skills, advanced computer skills in MS Office (especially Excel), and effective communication skills are essential. Candidates must demonstrate the ability to work effectively in diverse teams and sensitive environments.

Educational Background:
The position requires a BA/S or equivalent in accounting or finance, with an advanced degree being preferred. This educational background is essential to ensure that the candidate has the necessary knowledge and skills to manage financial and compliance aspects effectively.

Experience:
The ideal candidate should have at least 5 years of relevant experience in field or management roles, particularly in complex, multi-dimensional programming. This includes experience in administering small subawards in an international environment, with a strong understanding of grants management and donor regulations. A minimum of 3 years of international experience is required, with a preference for candidates who have worked in NGO field offices.

Languages:
Fluency in English is mandatory, with excellent oral and written communication skills required. Proficiency in additional languages may be considered an asset, particularly if relevant to the regions where Mercy Corps operates.

Additional Notes:
The position is based in Nairobi, Kenya, and requires up to 25% travel to support consortium programming and operations in Sudan, including travel to potentially insecure locations.
