Job Overview: The Administrative Manager position within the Occupational Safety and Health (OSH) Department is crucial for ensuring a secure, safe, and productive work environment. The Infrastructure and Logistics Support (ILS) Unit, which falls under the OSH Department, is responsible for various teams, including Buildings and Premises Management, Conference and Logistics Support, Systems and Special Events, and Records and Archives. The Administrative Manager will oversee the administrative management of facility management services, conference and events management, and the implementation of construction and renovation projects. This role requires close collaboration with Regional Offices and involves budget formulation and financial control, ensuring adherence to guidelines and standards, and representing the department at inter-agency meetings.
Duties and Responsibilities:
Ensure effective management of facility management services, including technical installations, maintenance, and operation, through oversight of service providers.
Coordinate construction and renovation projects at WHO Headquarters in Geneva and liaise with Regional Offices regarding the capital master plan.
Manage the storage and accessibility of WHO historical archives, ensuring appropriate access for internal and external stakeholders.
Provide administrative and technical guidance to Regional and other Offices in areas of responsibility.
Formulate and control a significant segment of the department's budget.
Establish and enforce work methods and procedures, ensuring consistency with organizational guidelines.
Represent the department and WHO at inter-agency meetings.
Perform other related duties as required.
Required Qualifications: Essential qualifications include an advanced level degree from a recognized university in business administration, logistics, supply chain management, engineering, construction, event management, public relations, or a similar field. Desirable qualifications include formal education or a diploma in public administration, facilities management, or international conference management. Candidates must possess thorough knowledge of facilities management, construction, logistics support, and administrative services in an international context. Proven abilities in contract negotiations and supervisory management are also essential.
Educational Background: Candidates must hold an advanced level degree from a university of recognized standing in relevant fields such as business administration, logistics, supply chain management, engineering, construction, event management, or public relations. Additional formal education or diplomas in public administration, facilities management, or international conference management are desirable.
Experience: Candidates should have at least 10 years of management experience at a supervisory level in an international setting. This includes sound experience in staff management, budgetary and financial control, and operational experience with in-depth managerial knowledge in the relevant areas of responsibility. Desirable experience includes providing general administrative services in an international environment.
Languages: Essential language skills include expert knowledge of English and intermediate knowledge of French. Proficiency in additional languages may be considered an asset.
