Job Overview:
The Consultant will be responsible for analyzing the current country context regarding violence against women and girls in Saudi Arabia. This role involves developing an analytical paper that frames the context and status of Special Procedures Issues related to this topic. The Consultant will utilize key UN policy frameworks, international treaties, and published reports to inform their analysis. The position requires collaboration with the UN Country Team and the Government of Saudi Arabia to support national aspirations and develop policy and advocacy actions, as well as a monitoring and evaluation (M&E) plan. The work is expected to be conducted remotely over a duration of three months, emphasizing the importance of thorough research and effective communication with stakeholders.

Duties and Responsibilities:
The Consultant will undertake a comprehensive desk review of key UN policy frameworks, treaties, conventions, and relevant reports. They will prepare a matrix of relevant points and actions, including an analysis of comparative good practices. The Consultant will develop an annotated outline for the research paper and prepare an initial draft for consultation with UN KSA, particularly with the Office of the High Commissioner for Human Rights (OHCHR). Following feedback from consultations, the Consultant will revise and finalize the report. Additionally, they will develop a set of policy and advocacy actions based on the final analysis and create an M&E plan for tracking implementation. The Consultant may also be required to perform related ad-hoc work as needed.

Required Qualifications:
Candidates must possess a bachelor's degree in social sciences, economics, public health, law, or a related area. A master's degree or higher in these fields is desirable. A minimum of three years of professional work experience in relevant research is required, and candidates who are enrolled in or have graduated from a master's or higher-level program are preferred. High proficiency in academic writing in English is essential for this position.
