Job Overview:
The position is for a national consultant tasked with conducting a Gender Portfolio Review and Thematic Evaluation of UNDP Cameroon’s contributions towards promoting gender equality and women empowerment. The consultant will be expected to analyze existing gender-related projects and initiatives, assess their effectiveness, and provide recommendations for future actions. This role is crucial in ensuring that UNDP’s efforts align with national and international gender equality goals. The consultant will work closely with UNDP staff and stakeholders to gather data, conduct interviews, and synthesize findings into a comprehensive report. The mission period is set for 35 days, during which the consultant will be expected to deliver high-quality outputs that contribute to the overall objectives of the UNDP in Cameroon.

Duties and Responsibilities:
  • Conduct a thorough review of UNDP Cameroon’s gender portfolio, including ongoing and completed projects.
  • Evaluate the impact of these projects on gender equality and women empowerment in the region.
  • Engage with stakeholders, including government officials, civil society organizations, and beneficiaries, to gather insights and feedback.
  • Analyze data collected from various sources to identify trends, challenges, and opportunities in gender programming.
  • Prepare a detailed report outlining findings, conclusions, and actionable recommendations for enhancing gender-focused initiatives.
  • Present the findings to UNDP management and relevant stakeholders, facilitating discussions on the way forward.
  • Ensure that all work is conducted in accordance with UNDP’s policies and procedures, maintaining high ethical standards throughout the evaluation process.

Required Qualifications:
  • Proven experience in gender analysis and evaluation, particularly in the context of development projects.
  • Strong understanding of gender equality issues and frameworks, both nationally and internationally.
  • Excellent analytical and report-writing skills, with the ability to present complex information clearly and concisely.
  • Familiarity with UNDP’s mission and operations, particularly in relation to gender equality and women empowerment.
  • Strong interpersonal skills and the ability to work collaboratively with diverse stakeholders.
  • Proficiency in using data analysis tools and software is an advantage.

Educational Background:
A Master’s degree in Gender Studies, Social Sciences, Development Studies, or a related field is required. A PhD in a relevant discipline would be an asset. Additional certifications in gender analysis or evaluation methodologies would be beneficial.

Experience:
A minimum of 5 years of professional experience in gender analysis, evaluation, or related fields is required. Experience working with UN agencies or similar organizations is highly desirable. The candidate should have a proven track record of conducting evaluations and assessments in the context of gender equality and women empowerment.

Languages:
Fluency in English and French is mandatory, as the position requires communication with diverse stakeholders in both languages. Knowledge of additional languages spoken in Cameroon would be an advantage, enhancing the consultant's ability to engage with local communities.

Additional Notes:
This is a consultancy position with a contract duration of 35 days. The consultant will work on a full-time basis during this period. The position is open to national candidates only, and the compensation will be commensurate with experience and qualifications.
