Job Overview: The consultancy aims to conduct a comprehensive technical assessment of the existing Single Window Management Information System (MIS) to evaluate its readiness and alignment with redesigned business processes for social protection service delivery. The consultant will perform a thorough review of the current MIS, analyzing its architecture, functionalities, workflows, and business processes to identify necessary changes, gaps, overlaps, and misalignments. The consultant is expected to provide actionable recommendations and a phased roadmap for aligning the MIS with the redesigned Single Window, ensuring improved coordination, service delivery, and accountability. The assignment will involve desk reviews, technical assessments, stakeholder engagement, and validation exercises to ensure the MIS effectively supports enhanced service delivery in social protection services.
Duties and Responsibilities:
Conduct a comprehensive review of the current Single Window MIS, analyzing system architecture, functionalities, workflows, and business processes.
Identify required changes, gaps, overlaps, and misalignments in the current system.
Provide actionable recommendations and a phased roadmap for aligning the MIS with the redesigned Single Window.
Draft a System Requirements Document (SRD) to guide the enhancement or reconfiguration of the Single Window MIS.
Draft Terms of Reference for the Single Window MIS enhancement/reconfiguration assignment.
Engage with stakeholders to validate findings and recommendations.
Ensure that the MIS supports improved coordination, service delivery, and accountability in social protection services.
Additional certification in MIS development is required.
Proven experience in designing, assessing, or implementing Management Information Systems for social protection or similar multi-sector programs.
Familiarity with data protection and privacy standards, including compliance with national and international regulations.
Demonstrated understanding of social protection systems, including targeting, registration, case management, and grievance redress mechanisms.
Educational Background: Candidates must possess an advanced degree (Master's) in relevant fields such as Information Systems, Computer Science, Data Management, Social Sciences, or a related discipline. Additional certification in MIS development is also required to ensure the candidate has the necessary technical knowledge and skills to perform the consultancy effectively.
Experience: Candidates should have at least 3–5 completed MIS assessment or system-alignment assignments of comparable scale and complexity. Proven experience in designing, assessing, or implementing Management Information Systems for social protection or similar multi-sector programs is essential. Experience in developing or reviewing Single Window or integrated service delivery platforms is highly desirable. Familiarity with management information system architecture, data interoperability, and API integration is required, along with experience in stakeholder engagement and consultation processes.
Languages: Excellent written and oral communication skills in English are mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.
Additional Notes: The consultancy contract duration is for 4 months, and the working arrangement is home-based with travel requirements.
