Job Overview:
The National Individual Consultant for Project Evaluation Expert will play a crucial role in providing strategic coordination, liaison, and advisory support to UNDP in Nepal. This position is designed for a professional who can effectively promote information integrity through the use of eMonitor, a tool that aids in monitoring and evaluating projects. The consultant will be responsible for ensuring that project evaluations are conducted in a systematic and transparent manner, aligning with UNDP's standards and practices. The role requires a deep understanding of project evaluation methodologies, as well as the ability to communicate findings and recommendations to various stakeholders. The consultant will work closely with UNDP teams and partners to enhance the overall impact of development projects in Nepal, ensuring that lessons learned are integrated into future initiatives.

Duties and Responsibilities:
  • Develop and implement evaluation frameworks for ongoing and completed projects, ensuring alignment with UNDP's evaluation policies and guidelines.
  • Conduct comprehensive evaluations, including formative, summative, and impact assessments, utilizing both qualitative and quantitative methods.
  • Collaborate with project teams to gather relevant data and information, ensuring that evaluations are based on robust evidence.
  • Prepare detailed evaluation reports that clearly articulate findings, conclusions, and actionable recommendations for stakeholders.
  • Facilitate workshops and presentations to share evaluation results with UNDP staff, government partners, and other stakeholders.
  • Provide strategic advice on improving project design and implementation based on evaluation insights.
  • Ensure that all evaluation activities are conducted ethically and with respect for confidentiality and data protection.
  • Stay updated on best practices in project evaluation and contribute to the development of UNDP's evaluation capacity in Nepal.

Required Qualifications:
  • Proven experience in project evaluation, particularly in the context of international development.
  • Strong analytical skills with the ability to synthesize complex information into clear and actionable recommendations.
  • Excellent communication skills, both written and verbal, with the ability to present findings to diverse audiences.
  • Familiarity with UNDP's evaluation policies and procedures is highly desirable.
  • Ability to work collaboratively in a multicultural environment and engage with various stakeholders effectively.

Educational Background:
A master's degree in social sciences, development studies, evaluation, or a related field is required. Additional certifications in project evaluation or monitoring and evaluation methodologies will be considered an asset.

Experience:
A minimum of 5 years of relevant professional experience in project evaluation, with a focus on international development projects. Experience working with UN agencies or similar organizations is preferred. Demonstrated experience in conducting evaluations in Nepal or similar contexts will be an advantage.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in Nepali or other local languages is considered an asset and will enhance communication with local stakeholders.

This position is a full-time contract role with a duration from May 2026 to April 202
  • The consultant will be expected to work closely with UNDP teams and may require travel within Nepal to conduct evaluations. Compensation will be commensurate with experience and in line with UNDP's remuneration policies. The position is open to both national and international candidates.
