Job Overview:
The position of National Expert for Gandaki Province is part of the UNDP's initiative to enhance governance and development in the region. The expert will be responsible for providing technical expertise and support to local government bodies in Gandaki Province, ensuring that development projects align with national policies and local needs. The role requires a deep understanding of the socio-economic context of the province, as well as the ability to engage with various stakeholders, including government officials, civil society, and community members. The expert will also be expected to contribute to capacity building efforts, helping local institutions strengthen their governance frameworks and service delivery mechanisms. This position is critical for the successful implementation of the Provincial Governance Support Project (PLGSP), which aims to improve the effectiveness and accountability of local governance in Gandaki Province.

Duties and Responsibilities:
The National Expert will undertake a variety of duties and responsibilities, including but not limited to:
  • Conducting assessments of local governance structures and identifying areas for improvement.
  • Developing and implementing strategies to enhance the capacity of local government officials and institutions.
  • Facilitating workshops and training sessions for stakeholders to promote best practices in governance.
  • Collaborating with other experts and organizations to ensure a coordinated approach to development in the province.
  • Monitoring and evaluating the progress of governance initiatives and providing recommendations for adjustments as needed.
  • Preparing reports and documentation to communicate findings and progress to UNDP and other stakeholders.
  • Engaging with community members to gather feedback and ensure that their voices are heard in the governance process.

Required Qualifications:
Candidates must possess a strong background in governance, public administration, or a related field. A proven track record of working with local governments and communities in Nepal is essential. Additionally, candidates should demonstrate strong analytical and problem-solving skills, as well as the ability to work collaboratively with diverse groups. Familiarity with the political and socio-economic context of Gandaki Province will be a significant advantage. Candidates should also have excellent communication skills, both written and verbal, in English and Nepali, to effectively engage with stakeholders at all levels.

Educational Background:
A minimum of a Master's degree in Public Administration, Political Science, Development Studies, or a related field is required. Additional certifications or training in governance, project management, or community development will be considered an asset. Candidates with relevant academic qualifications from recognized institutions will be preferred.

Experience:
A minimum of 5 years of professional experience in governance, public policy, or development work is required. Experience working with local government bodies in Nepal, particularly in Gandaki Province, is highly desirable. Candidates should have a demonstrated ability to manage projects and work effectively in a team-oriented environment. Previous experience with UNDP or similar international organizations will be an advantage.

Languages:
Fluency in English and Nepali is mandatory. Proficiency in additional local languages spoken in Gandaki Province will be considered a plus, as it will facilitate better communication with local communities and stakeholders.

Additional Notes:
This position is classified as an individual contractor role, and the contract duration will be established as per the needs of the project. The roster for this position will be valid until July 2029, allowing for flexibility in assignments. The expert will be expected to submit technical and financial proposals for each assignment as required. This role is full-time and may involve travel within Gandaki Province to engage with local stakeholders and monitor project implementation.
