Job Overview:
The position of National Expert for Madhesh Province under the PLGSP (Provincial and Local Governance Support Programme) is designed to provide specialized expertise and support to the governance structures in Madhesh Province. The expert will be responsible for enhancing the capacity of local governments, facilitating participatory governance, and ensuring that local development initiatives align with national policies and frameworks. The role requires a deep understanding of the local context, governance challenges, and the ability to engage with various stakeholders including government officials, civil society, and community members. The expert will also be expected to contribute to the development of strategies and action plans that promote effective governance and service delivery at the local level.

Duties and Responsibilities:
  • Provide technical assistance and advisory support to local government institutions in Madhesh Province.
  • Facilitate capacity-building workshops and training sessions for local government officials.
  • Support the development and implementation of local governance frameworks and policies.
  • Engage with community stakeholders to promote participatory governance and ensure their voices are heard in decision-making processes.
  • Monitor and evaluate the effectiveness of governance initiatives and provide recommendations for improvement.
  • Collaborate with other UN agencies and development partners to align efforts and resources towards common goals.
  • Prepare reports and documentation on progress, challenges, and lessons learned in governance initiatives.
  • Assist in the preparation of technical and financial proposals for specific assignments as required.

Required Qualifications:
  • Proven expertise in governance, public administration, or a related field.
  • Strong analytical and problem-solving skills.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Familiarity with the political and socio-economic context of Madhesh Province.
  • Experience in capacity building and training of local government officials.
  • Knowledge of participatory governance practices and community engagement strategies.

Educational Background:
A Master's degree in Public Administration, Political Science, Development Studies, or a related field is required. Additional certifications or training in governance, public policy, or project management will be considered an asset.

Experience:
A minimum of 5 years of relevant professional experience in governance, public administration, or development work is required. Experience working with local government institutions in Nepal, particularly in Madhesh Province, is highly desirable. Proven track record of successfully implementing governance projects or initiatives is essential.

Languages:
Fluency in English is mandatory. Proficiency in Nepali or local languages spoken in Madhesh Province is highly desirable and will be considered an asset.

This position is an individual contractor role under the UNDP procurement process. The assignment period will be established by May 2026 and will remain valid until July 202
