Job Overview: The position of National Expert for Sudurpaschim Province is part of the UNDP's PLGSP (Provincial and Local Governance Support Programme). The expert will be responsible for providing technical assistance and expertise to enhance governance and development initiatives in the Sudurpaschim Province of Nepal. This role involves collaborating with local government bodies, stakeholders, and communities to implement effective governance practices and policies. The expert will also be expected to contribute to capacity building efforts, ensuring that local authorities are equipped with the necessary skills and knowledge to manage resources effectively and promote sustainable development. The assignment will require a deep understanding of local governance structures, socio-economic conditions, and the political landscape of the region.
Duties and Responsibilities: The National Expert will have a comprehensive set of responsibilities, including but not limited to: conducting assessments of local governance systems and identifying areas for improvement; developing and implementing strategies to strengthen local governance and service delivery; facilitating workshops and training sessions for local government officials; providing policy advice and recommendations to enhance governance frameworks; collaborating with various stakeholders, including civil society organizations, to promote participatory governance; monitoring and evaluating the impact of governance initiatives; preparing reports and documentation on progress and challenges faced in the implementation of governance projects; and ensuring alignment of local governance practices with national policies and international standards.
Required Qualifications: Candidates must possess a strong background in governance, public administration, or a related field. A proven track record of working with local governments and communities in Nepal is essential. The ideal candidate should demonstrate excellent analytical and problem-solving skills, as well as the ability to communicate effectively with diverse stakeholders. Familiarity with the socio-political context of Sudurpaschim Province will be a significant advantage. Additionally, candidates should have experience in project management and capacity building initiatives.
Educational Background: A minimum of a Master's degree in Public Administration, Political Science, Development Studies, or a related field is required. Advanced degrees or specialized training in governance or public policy will be considered an asset. Candidates should also have a strong understanding of the principles of sustainable development and governance.
Experience: The position requires a minimum of 5 years of relevant professional experience in governance, public administration, or development work. Experience working with international organizations, particularly in the context of local governance in Nepal, is highly desirable. Candidates should have a demonstrated ability to manage complex projects and work collaboratively with various stakeholders.
Languages: Fluency in English is mandatory, both written and spoken. Proficiency in Nepali or other local languages spoken in Sudurpaschim Province is highly desirable and will be considered an asset.
Additional Notes: This position is offered as an individual contractor role under the procurement process of UNDP. The assignment period will commence upon selection and will remain valid until July 2029, with the possibility of extension based on performance and project needs. The selected candidate will be expected to submit technical and financial proposals for each assignment as required. This role is full-time and will require the contractor to be based in Sudurpaschim Province, with travel to various locations as necessary.
