Job Overview:
The position of International Individual Consultant for CPI/PPI System Enhancement is designed to develop a modern, end-to-end Consumer Price Index (CPI) and Producer Price Index (PPI) compilation system. This consultancy will replace the outdated PIPS system and align with current international methodological standards, specifically COICOP 2018 and CPC v2.
  • The consultant will work closely with the Ministry's Prices Unit to enhance their capacity to produce accurate and timely price statistics. The assignment spans 60 days over a period of 5 months and includes a comprehensive review of existing methodologies, system design and development, data migration, methodological enhancement, and training of staff to ensure sustainability of the new system. The consultant will be responsible for delivering a fully operational CPI/PPI Index Processor System that meets the technical specifications and generates required statistical outputs.

Duties and Responsibilities:
The consultant will undertake several key responsibilities throughout the consultancy period. These include: conducting a comprehensive review of the existing PIPS and current CPI/PPI compilation methodologies to identify deficiencies and areas for improvement; preparing an Inception Report detailing findings and a recommended technical architecture for the new system; designing and developing an end-to-end CPI and PPI Index Processor System capable of handling monthly and quarterly compilation workflows; migrating existing CPI data from PIPS to the new system while ensuring data integrity; examining and enhancing the current methodologies for CPI and PPI compilation; developing comprehensive technical documentation and user manuals; and conducting structured training sessions for Prices Unit staff on system operation and updated methodologies. The consultant will also be responsible for submitting validated outputs for review and sign-off by the Prices Unit, ensuring that all work is documented and recommendations for future enhancements are provided.

Required Qualifications:
Candidates must possess a strong background in economic statistics, particularly in the areas of price index compilation and statistical methodologies. A proven track record of successfully developing and implementing statistical systems is essential. The consultant should have experience working with international standards for CPI and PPI, as well as familiarity with data migration processes and system design. Strong analytical skills, attention to detail, and the ability to work collaboratively with government agencies are critical. Additionally, the consultant should demonstrate excellent communication skills, both written and verbal, to effectively convey complex information to diverse audiences.

Educational Background:
A Master's degree or higher in Economics, Statistics, Data Science, or a related field is required for this position. Candidates with additional certifications or specialized training in statistical methodologies or data management will be considered favorably. A strong academic background that includes coursework in econometrics, statistical analysis, and data visualization is highly desirable.

Experience:
The ideal candidate should have a minimum of 5 years of relevant professional experience in economic statistics, with a focus on CPI and PPI compilation. Experience working with government agencies or international organizations in a consulting capacity is preferred. The consultant should have a demonstrated ability to manage complex projects, meet deadlines, and deliver high-quality outputs. Previous experience in training and capacity building for government staff is also advantageous.

Languages:
Fluency in English is mandatory for this position, as all documentation and communication will be conducted in English. Knowledge of additional languages, particularly those spoken in Eswatini, would be considered an asset but is not required.

Additional Notes:
The consultancy is structured as a contract for an individual contractor and is expected to last for 60 days spread over 5 months. The consultant will work remotely but may be required to travel to Eswatini for specific meetings or training sessions. This position is open to international applicants, and the consultant will be compensated according to UNDP's established rates for individual contractors.
