Job Overview: The position of international consultant is aimed at conducting a comprehensive, structured, and operational diagnosis of the entrepreneurial ecosystem and private sector in Djibouti. The consultant will be responsible for leading an exhaustive analysis of the entrepreneurial ecosystem, identifying key bottlenecks that hinder the development of a dynamic, resilient, and inclusive private sector. This role involves close collaboration with a national expert to analyze business and entrepreneur profiles, evaluate existing financing mechanisms, and formulate operational recommendations tailored to the Djiboutian context. The mission includes mapping the ecosystem and producing key deliverables such as reports and an operational action plan. Ultimately, the consultant will support the development of a strategic action plan and an operational roadmap, prioritized and accompanied by monitoring and evaluation indicators, to fully unlock the potential of the private sector and entrepreneurship in Djibouti.
Duties and Responsibilities: The consultant will undertake a variety of duties and responsibilities, including but not limited to: conducting a thorough analysis of the regulatory and fiscal framework affecting the private sector; assessing access to financing and infrastructure challenges; collaborating with national experts to gather data on business profiles and entrepreneur demographics; evaluating existing financing mechanisms and their effectiveness; producing detailed reports outlining findings and recommendations; developing a strategic action plan that addresses identified constraints; creating an operational roadmap with clear indicators for monitoring and evaluation; facilitating workshops or meetings with stakeholders to discuss findings and gather feedback; and ensuring that all deliverables are completed on time and meet the quality standards set by UNDP.
Required Qualifications: Candidates must possess a strong background in economic development, entrepreneurship, or a related field. They should have proven experience in conducting similar assessments or studies, particularly in developing countries. Familiarity with the Djiboutian economic context and private sector landscape is highly desirable. Additionally, candidates should demonstrate strong analytical skills, the ability to work collaboratively with diverse stakeholders, and excellent written and verbal communication skills in both English and French.
Educational Background: A master's degree or higher in economics, business administration, international development, or a related field is required. Candidates with additional certifications or training in project management, entrepreneurship, or economic analysis will be considered favorably.
Experience: A minimum of 5 years of relevant professional experience in economic development, private sector analysis, or entrepreneurship is required. Experience working with international organizations, particularly in the context of UNDP or similar agencies, is an asset. Candidates should also have a track record of successfully completing similar consultancy projects, demonstrating the ability to deliver high-quality results within tight deadlines.
Languages: Fluency in both English and French is mandatory, as the consultant will need to communicate effectively with local stakeholders and produce reports in both languages. Knowledge of additional languages spoken in Djibouti, such as Somali or Arabic, would be considered an advantage.
Additional Notes: This consultancy position is for a fixed duration, with specific deliverables and deadlines outlined in the contract. The consultant is expected to work full-time during the contract period and may be required to travel within Djibouti as part of the assessment process. Compensation will be commensurate with experience and qualifications, and the position is open to both national and international candidates.
