Job Overview:
The position of Consultant to Review and Develop a Job Grading, Pay Structure and Remuneration is aimed at an international consultant who will be responsible for creating a comprehensive framework for job grading and remuneration alignment. This role involves analyzing existing job structures, assessing market trends, and developing a pay structure that is equitable and competitive. The consultant will work closely with UNDP to ensure that the new framework aligns with organizational goals and complies with international standards. The assignment is expected to take place from May 20, 2026, to September 30, 2026, encompassing a total of 70 consultancy days. The consultant will be expected to submit proposals directly through the UNDP supplier portal, ensuring that all submissions meet the specified requirements and deadlines.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including: conducting a thorough review of the current job grading and pay structure; benchmarking against industry standards and best practices; engaging with stakeholders to gather insights and feedback; developing a detailed job grading framework that categorizes positions based on responsibilities and qualifications; creating a remuneration alignment framework that ensures fair and competitive compensation; preparing a comprehensive report that outlines findings, recommendations, and implementation strategies; and presenting the final framework to UNDP management for approval. Additionally, the consultant will be responsible for providing ongoing support during the implementation phase and may be required to conduct training sessions for HR personnel.

Required Qualifications:
Candidates must possess a strong background in human resources management, particularly in job evaluation and compensation analysis. A proven track record of developing job grading systems and pay structures in international organizations is essential. The consultant should have excellent analytical skills, with the ability to interpret complex data and provide actionable recommendations. Strong communication and interpersonal skills are necessary to engage effectively with stakeholders and present findings clearly. Familiarity with UNDP policies and procedures, as well as knowledge of labor market trends in Montenegro, will be considered an asset.

Educational Background:
A master's degree in human resources management, business administration, or a related field is required. Professional certifications in compensation and benefits, such as Certified Compensation Professional (CCP) or similar credentials, are highly desirable. The educational background should reflect a strong foundation in organizational behavior, labor relations, and strategic HR management.

Experience:
The ideal candidate should have at least 5-7 years of relevant experience in human resources consulting, specifically in job grading and remuneration systems. Experience working with international organizations, particularly in the context of development or humanitarian work, is preferred. The consultant should demonstrate a history of successful project management and the ability to deliver results within tight deadlines.

Languages:
Fluency in English is mandatory, as all documentation and communication will be conducted in this language. Knowledge of Montenegrin or other regional languages would be considered an advantage, as it may facilitate better engagement with local stakeholders and enhance the consultant's effectiveness in the role.

Additional Notes:
This consultancy position is expected to be full-time for the duration of the assignment, which spans approximately four months. The consultant will be engaged under an individual contractor agreement, and the compensation will be commensurate with experience and qualifications.
