Job Overview:
The National Consultant (Data visualization web development expert) position is a critical role within the Policy, Innovation and Knowledge Unit of UNDP Afghanistan. The consultant will be responsible for developing data visualization tools and web applications that facilitate the analysis and presentation of complex data sets. This role requires a blend of technical expertise in web development and a strong understanding of data visualization principles. The consultant will work closely with UNDP teams to identify data needs, design user-friendly interfaces, and ensure that the visualizations effectively communicate insights to stakeholders. The assignment is office-based in Kabul, Afghanistan, and is expected to last for a duration of four months, starting from April 1, 202

Duties and Responsibilities:
  • Collaborate with UNDP teams to understand data requirements and visualization needs.
  • Design and develop interactive web applications that present data in a clear and engaging manner.
  • Utilize data visualization tools and libraries to create dashboards and reports that facilitate data analysis.
  • Ensure that all visualizations are user-friendly and accessible to a diverse audience.
  • Conduct user testing and gather feedback to improve the functionality and design of the web applications.
  • Provide training and support to UNDP staff on how to use the developed tools effectively.
  • Stay updated on the latest trends and best practices in data visualization and web development.
  • Document the development process and provide comprehensive reports on the project outcomes.

Required Qualifications:
  • Proven experience in web development, particularly in creating data visualization tools.
  • Strong proficiency in programming languages such as JavaScript, HTML, and CSS.
  • Familiarity with data visualization libraries such as D3.js, Chart.js, or similar.
  • Experience with data analysis and interpretation, with the ability to translate complex data into visual formats.
  • Excellent problem-solving skills and attention to detail.
  • Strong communication skills, with the ability to work collaboratively in a team environment.
  • Knowledge of UNDP's mission and development goals is an advantage.

Educational Background:
A bachelor's degree in Computer Science, Information Technology, Data Science, or a related field is required. A master's degree in a relevant discipline is preferred and may be considered an asset.

Experience:
A minimum of 3-5 years of professional experience in web development and data visualization is required. Experience working with international organizations or in a development context is highly desirable.

Languages:
Fluency in English is mandatory. Knowledge of local languages such as Dari or Pashto is an advantage but not required.

Additional Notes:
This position is classified as an individual contractor role, with a contract duration of four months. The consultant will be expected to work full-time during this period, and the position is office-based in Kabul, Afghanistan. Compensation will be based on the UNDP's established rates for individual contractors, and benefits may include access to training and professional development opportunities.
